- Description
- The Naval Facilities Engineering Command, Atlantic, plans to solicit a Base Operations Support (BOS) Contract at Camp Lemonier, Djibouti (CLDJ), Africa, and occasionally other locations within Africa. The BOS CLDJ solicitation DRAFT performance work statement (PWS) is included as an attachment to this synopsis and is available for downloading at https://www.neco.navy.mil. All questions, comments, and suggestions regarding the PWS must be submitted in writing via e-mail to katie.fogle@navy.mil NO LATER THAN June 17, 2011. The solicitation is anticipated to be released on or about September 2011. The scope of work will include Security Operations; Fire/Emergency Services, Air Operations, Ordnance management activities, supply operations, laundry services, Morale Welfare and Recreation (MWR) services, galley services, housing operations, facility support services (Facilities Investment, Janitorial Services, Pest Control, Refuse Collection, and Road maintenance), Utility Production and Distribution (Electrical Power, Wastewater Treatment, and Potable Water), Base Support Vehicles Equipment (BSVE) management, and Environmental Services. The Navy has not determined the contract type, but a combination firm-fixed-price/Indefinite Delivery Indefinite Quantity contract is under consideration. This notice serves to request your input on this proposed contract type as a separate document from the PWS comments. All comments, regarding the contract type must be submitted in writing via e-mail to katie.fogle@navy.mil NO LATER THAN June 17, 2011. A source selection procurement is envisioned that includes price and technical proposals. The proposed contract includes a 90-day phase-in period with a base performance period and four (4) one year options. The total contract duration is not expected to exceed sixty (60) months with an estimated five-year contract value of between $200M-$400M. The North American Industry Classification System (NAICS) Code is 561210. The applicable size standard is $35.5 million. This synopsis is informational and for planning purposes only. This is not a request for proposals and no solicitation will be issued at this time. The following special conditions and limitations are provided. The government reserves the right to cancel this acquisition at anytime. The government is not responsible for any costs incurred in order to participate in this acquisition process. All information submitted is at the offeror's own expense.
