Description
GENERAL INFORMATION The National Geospatial Intelligence Agency - Springfield, VA intends to award a Sole Source requirement to procure commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. IAW 10 U.S.C. 2304c(1), as implemented by FAR 6.302-1 - Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements, a Firm Fixed Priced Award will be made to Armag Corporation of Bardstown, KY. The award will be made in exchange for the following Schedule of Supplies: LI 001, CETASM Magazine - 7' X 7' X7' Type 2 Class ABC Canine Explosive Training Aid Storage Magazine (CETASM) K9 Limited Arc magazine with 4-way forklift pockets. Approximate weight 8,400 lbs, Quantity: 1, EA; LI 002, NPPA GROUND KIT, Qty: 2, EA; LI 003, CETCAN Canister - 6" sand filled training aid canister with handle and removeable lid. Approximate weight 22lbs ea., Qty: 34, EA; LI 004, CETDUM dummy canister - Sand filled aluminum canister with handle. Used to separate specific training aids. Approximate weight 24 lbs ea., Qty: 36, EA; LI 005, CETRACK storage rack - Internally mounted alumimum rack with capability for 35 canisters. Cargo track with fasteners will be mounted to the magazine wall and will include vinyl coated cable strap canisters in place. Approximate weight 191 lbs ea, Qty: 2, EA; LI 006, CETTRANS Truck Transportation Rack - Holds 24 canisters and fits in the bed of a S10 or full size truck. Rack will have tie down rings to secure transport rack to vehicle and will have tie down rings on top of unit to enable canisters to be secured during transit. Approximate weight 225 lbs, Qty: 1, EA; LI 007, Exterior Mounted Electrical Enclosure - Exterior mounted 30" X 24" X 10" aluminum enclosure with two 120v/60 cycle breakers, 70 amp electrical panel, and IDS prep (conduit for door sensor installed through the wall). Includes 70 watt high pressure sodium exterior light., Qty: 1, EA; LI 008, Direct Freight and Handling, Qty: 1, FOB Destination; NATURE OF ACQUISITION The National Geospatial-Intelligence Agency (NGA) has a requirement to provide a secured storage container for explosive training aids used in daily mandatory proficiency and operational training exercises for NGA Explosives Detection Canine (EDC) Teams. Pursuant to the above outlined requirement, NGA intends to award a sole source contract to ARMAG Corporation. The contractor shall provide a 7' X 7' X7' Type 2 Class ABC Canine Explosive Training Aid Storage Magazine (CETASM) K9 Limited Arc magazine with 4-way forklift pockets. Approximate weight 8,400 lbs. The ARMAG CETASM is the only storage magazine approved by the Defense Explosives Safety Board for the storage of explosives with a net explosives weight (NEW) in excess of 50 pounds. A steel door with high security, blast resistant hinges and lock hasps provides entry into the CETASM. A copy of the Defense Department Explosives Safety Board (DDESB) approval memo is available on the U.S. Army Technical Center for Explosives Safety (USATCES) website under the Resources and Common Explosives Safety References. Information on the container is also available from ARMAG Corporation. JUSTIFICATION This acquisition is intended to address the need for a local, safe and secure means of storing explosive training aids for NGA's EDC Teams, in a way that does not disrupt the conditions necessary for proper training. Armag Corporation is the only source that can meet the Government's requirement for a blast-containing, odor-segregating, DoD-approved means of storing the necessary EDC training implements locally. **PLEASE NOTE** THIS ANNOUNCEMENT IS NOT A REQUEST FOR QUOTES/PROPOSALS NOR IS IT AN INVITATION TO BID. Interested firms may express their capability and interest in fulfilling the requirement (only as an exact match) or submit a proposal.
