Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. PURPOSE The Sensor Development Branch (Q) at the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) is seeking information from industry relating to very lightweight rigid plastic spheres with a metallic coating (paint). The purpose of this Request for Information (RFI) is to ensure an accurate Performance Work Statement, gather data regarding commercial industries interest, ability to meet existing customer goals and objectives, and determine the Government ™s acquisition strategy. BACKGROUND This RFI is part of a market research effort to assess industry capabilities that will best address the customer ™s need for lightweight plastic spheres with metallic coating (paint). PRELIMINARY REQUIREMENTS The following are preliminary requirements for this effort. Lightweight (with NO coating applied): 0.5 lb for 14-in diameter sphere. 2.0 lbs for 24-in diameter sphere. Sphericity: 0.010 inch for 14-in diameter sphere. 0.060 inch for 24-in diameter sphere. Dimension of opening (only one hole): 1.5-in diameter hole for 14-in diameter sphere. 3-in diameter hole for 24-in diameter sphere. Handling: The sphere should not deform when packaged and transported inside a box with standard packing material (like "foam popcorn"). INSTRUCTIONS AND RESPONSE GUIDELINES Responses are limited to a total of 25 pages and must be completed in Microsoft Word format. Page size must be "8.5 x 11", font must be 12 point or larger, and margins must be at least 1". Both sides of the paper may be used. Each side is counted unless blank. Briefly describe your company, your services, history, ownership, financial information, business size, technical responses, other information you deem relevant, and respond to the specific inquiries in the attached questionnaire. Supplemental material such as brochures or marketing materials outlining specifications, capabilities, Resumes and CVs, and research papers may be submitted. Supplemental material will not be page counted. We appreciate your response. It will be used solely by NSWCDD as market research. We will not divulge individual responses to the RFI outside of the NSWCDD Requirements Team. This is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. CONTACT INFORMATION Clarification questions must be received via e-mail by 4:00 p.m. on Wednesday, May 27, 2011. Capability responses must be submitted via email to NSWCDD by 3:00 pm on Wednesday, June 20, 2011. Clarification questions in response to the RFI and final responses to the RFI shall be emailed to Patricia Harper at patricia.harper@navy.mil. The subject line should read RFI for Q Dept Customer. If sent via the mail, any packages must be postmarked by the submission date. It is suggested that packages be sent in Adobe PDF format. Areas where a source does not have prior experience should be annotated as such. NO SOLICITATION EXISTS AT THIS TIME. The government reserves the right to conduct vendor oral capabilities demonstrations to be scheduled at a later date. ORGANIZATIONAL BACKGROUND 1.
