Description
Yard Patrol (YP) Craft for the United States Naval Academy (USNA) The Naval Sea Systems Command (NAVSEA) is conducting market research to determine the availability and feasibility of new construction of YP craft for the USNA. The YP will provide a practical and professional environment to conduct seamanship and navigation training, primarily at the bridge watch stations. The YP Craft will operate on the Chesapeake Bay and will deploy on training cruises within U.S. territorial waters along the East Coast of the United States. The craft will operate with one or more other YPs in the coastal area. Based on information received in response to this synopsis, NAVSEA anticipates procuring a single YP vessel in early fiscal year 2012 with additional boats procured, based on availability of funding, beginning in fiscal year 2013. The quantity of boats is subject to change but is currently planned for a total of twelve. Prospective firms are encouraged to submit a capability summary that does not exceed fifty (50) pages in length describing their boat, their firm's recent relevant business experience and their approach in meeting the requirements of the YP. NAVSEA has prepared the attached YP Specification which outlines all requirements for the YP craft. This Specification will form, with only minor, if any, changes, the basis for any future solicitations for YP vessels. Responses should include: a)The name and address of the contractor and where such boats would be built; b)Point of contact including name, title, phone, and email addresses; c)A description of proposed craft and information on how the craft meets the Specification. Describe craft currently offered by the Contractor that meet, or with minor modifications might meet, the requirements. All offered craft characteristics should be identified for chart comparison to the requirements listed in the Specification. If Specification requirements cannot be met, identify what is achievable with modifications; when addressing the ability to meet specific craft performance requirements please substantiate claims with data or demonstrated satisfactory performance of equivalent craft. Include available concept or detailed level profile and/or arrangement drawings. d)List of major equipment; e)If any specific requirements indicate a degree of risk, please address the constraints and what mitigating design/engineering action would be required; f)Estimated price for one YP procured in fiscal year 2012; g)A notional schedule for construction; h)Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned Company, Hub Zone small business, Veteran Owned Small Business, or Service Disabled Veteran Owned Small Business.
