Description
The optional Vendor Conference is 9:30 AM on Tuesday, June 02 for eligible offerors only. Deadline to submit a Visitors Request is noon on Friday, May 27. This is a synopsis/pre-solicitation notice for non-commercial professional services. The Government intends to conduct this acquisition on an unrestricted full and open competition basis under FAR Part 15, Contracting by Negotiation. Solicitation number HHM402-11-R-0118 will be issued as a Request for Proposals. The NAICS code is 541330 engineering services and the business size standard for this NAICS is $4.5 million. All prospective offerors must have a Commercial And Government Entity (CAGE) code and be registered with the Central Contractor Registration (CCR) at http//wwww.ccr.gov and have Online Representation s and Certifications Applications (ORCA) at http://orca.bnp.gov. The period of performance for this time and materials contract will be from August 15, 2011 through August 14, 2012 with four option periods of 12 months each. This requirement is for technical expertise, intelligence expertise, engineering expertise and support expertise to assist the DoD Special Communications Enterprise Office (SCEO) in performing its responsibilities with regard to special communications and as outline, but not limited by, respective DoD SCEO foundation and mission documents and with regards to DIA technical collection mission. An estimated 14 individuals with a potential for an additional 28 personnel, all eligible for Top Secret / Sensitive Compartmented Information (TS/SCI), are needed in the National Capitol Region. Contractor personnel will travel globally. The Government intends to award one time and materials contract to the responsible offeror whose offer conforming to the solicitation will be the most advantageous tot eh Government, price and other factors considered. The following factors will be used to evaluate proposals: security (pass/fail), technical and management, past performance, small business subcontracting plan, cost/price. The evaluation factors are rated and defined further in the Solicitation. FAR, DFARS, DARSI, etc. provisions and clauses are applicable to this Solicitation. The draft solicitation is expected on this website on Tuesday, May 24. The final solicitation is expected on this website on Tuesday, June 7. The deadline to submit proposals is 2 PM EST on Tuesday, July 12, 2011. The draft classified Statement of Work will be available beginning 9 AM Wednesday, May 25. Each offeror is permitted one copy. To receive a classified document under this Solicitation, an offeror must have both a facility clearance and a level of safeguarding at the Secret level; to verify both, provide the full company name, address where the statement of work will be reviewed/stored, DUNS, CAGE and company point of contact (full name, email address and telephone number) to Mishelle.Miller@dia.mil with the subject line HHM402-11-R-10118 eligibility. A confirmation email will be sent in reply stating that the request has been received, followed by another email with approval or disapproval; if approved the email will contain instructions about how to obtain the SOW under this Solicitation. A vendor conference is scheduled for Thursday, June 02 at 9:30 AM. Only vendors who are eligible to receive the SOW are invited to attend. Attendance is optional.
