Description
The Air Force is seeking sources for a potential 100 percent set-aside for 8(a) Region V, HUBZone or Service Disabled Veteran Owned Small Business (SDVOSB) concerns. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THIS ACQUISTION MAY BE SOLICIATED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only. Project scope includes a two-phase renovation consisting of the following: Phase 1 - ZHTV100061: Work involves the comprehensive interior renovation and partial exterior restoration of a historic building. Exterior restoration includes original windows and main entry and limestone pediments. The interior renovation involves the gutting of 2nd and 3rd floors, while maintaining the operation of the 1st floor and its occupants, as well as the building entry and path of egress, stair towers and elevator. The project includes the replacement of the HVAC and plumbing systems for the majority of the building, while maintaining the existing HVAC and plumbing in an operational status for the remaining portion of the building. Some temporary HVAC will be required during the construction effort. The project also includes the replacement of most of the electrical distribution system, including panelboards. Phase 2 - ZHTV100034: Work involves the conversion of 1st floor administrative space into a pair of restrooms and break room, as well as the reconfiguration of the north end of the 1st floor and partial 2nd and 3rd floor spaces. Work also involves the conversion of non-secure work spaces into physical and acoustically secure work spaces. Phase 3 - ZHTV100062: Work involves the comprehensive interior renovation of a historic building. The interior renovation involves the partial gutting of 2nd floor area, while maintaining the operation of the 1st floor and its occupants, as well as the building entry and path of egress, stair towers and elevator. The project includes the replacement of the HVAC and plumbing systems for the majority of the building, while maintaining the existing HVAC and plumbing in an operational status for the remaining portion of the building. Some temporary HVAC will be required during the construction effort. The project also includes the replacement of most of the electrical distribution system, including panelboards. Phase 4 - ZHTV100063: Work involves the comprehensive interior renovation of a historic building. The interior renovation involves the gutting of 1st floor area, while maintaining the operation of the 1st floor and its occupants, as well as the building entry and path of egress, stair towers and elevator. The project includes the replacement of the HVAC and plumbing systems for the majority of the building, while maintaining the existing HVAC and plumbing in an operational status for the remaining portion of the building. The Air Force intends to award the contract with a 450 day period of performance with the following anticipated phasing: Phase 1 - ZHTV100061: Both phases start on Day 1 and allow 240 Calendar Days Phase 3 - ZHTV 100062: for Construction (Complete Day 240) Then Allow 30 Calendar Days for AFAA (Bldg 20052 and Bldg 10280) to move into Fac 30219 (Complete Day 270) Phase 2 - ZHTV100034: Start on Day 271 and allow 180 Calendar Days for Construction (Complete Day 450) Phase 4 - ZHTV100063: Start on Day 271 and allow 180 days for Construction (Complete Day 450) The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. NAICS Code: 236220 Size Standard: $33.5M Prime contractors who are 8(a) Region V, HUBZone or SDVOSB and who intend to submit a bid for this solicitation are highly encouraged to submit responses by 3 Jun 2011 at 1400L (2:00 pm EST). Responses should include the following: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) Date of HUBZone certification; and/or (3) Documentation of SDVOSB status; and/or (4) 8(a) Region V certification; and (5) Listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; (6) Documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (7) If you are a HUBZone considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. Firms interested should provide the above documentation. Fax or e-mail responses will be accepted. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested 8(a), HUBZone, or SDVOSB concerns. Responses shall be limited to 5 pages. Please include your DUNS Number or CAGE Code on your response. Failure to submit all information requested would result in a contractor being considered "non-responsive" in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in Federal Business Opportunities.
