- The Mission Contracting Office (MCO) Fort Bragg, North Carolina, has a requirement for the Directorate of Logistics (DOL), Fort Bragg, North Carolina, to provide Transportation Motor Pool (TMP) services which includes the performance of dispatching, shuttle bus services, passenger and baggage movements, and transportation of returning and deploying service members and Department of Defense (DoD) civilians to and from multiple shuttle routes located on Fort Bragg and Pope Field, North Carolina. The DOL's mission is to provide logistics and readiness support to active duty and reserve component, and other customers for maintenance, transportation, supply and services, and force modernization fielding. The TMP provides Non-Tactical Vehicle (NTV) support for all DoD and Federal Services conducting missions. The Fort Bragg TMP consists of approximately 2,000 plus NTVs and operates utilizing a GSA Short Term Lease Program for various types for installation support missions. The Fort Bragg East TMP consists of approximately 50 plus NTVs leased through the GSA Short Term Lease Program. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform TMP services outlined in the Performance Work Statement. The anticipated period of performance includes a phase-in period of 16 September 2011 through 31 October 2011 with a base period of 1 November 2011 through 15 September 2012 plus four (4) 1-year option periods. The Government intends to award a Firm Fixed Price type contract for this requirement. This acquisition is being set-aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. The assigned National American Industry Classification System (NAICS) code is 485999 "All Other Transit and Ground Passenger Transportation" with a small business size standard of $7 million. THIS IS NOT A REQUEST FOR TECHNICAL OR PRICE PROPOSALS. This is an opportunity for interested potential offerors to review the DRAFT Request for Proposal (RFP). All questions regarding the DRAFT RFP must be received no later than May 31, 2011 10:00 AM EDT. The DRAFT RFP is available at the Federal Business Opportunities (FedBizOpps) website and may is also available at the Army Single Face to Industry (ASFI) website. PRE- PROPOSAL CONFERENCE/SITE VISIT INFORMATION (THESE DATES ARE CONTINGENT UPON THE RELEASE OF THE SOLICITATION; THEREFORE, DATES MAY CHANGE). The pre-proposal conference/site visit is anticipated for 10 June 2011. All site visit participants will meet at 9:00 AM EDT on 10 June 2011 in the 1st floor lobby of the MCO located at Bldg 1105-2 Macomb Street, Fort Bragg, North Carolina. The pre-proposal conference/site visit is anticipated to be a one (1) hour event. All interested firms may attend with a limit of two (2) attendees per firm. Participation must be confirmed and submitted on company letterhead with full name and job title of the attendees to Mrs. Nikki Smith at Claudetta.smith@us.army.mil no later than 3 June 2011, 2:00 PM EDT. There will be no questions entertained during the site visit. It is a requirement that all contractors doing business with the Department of Defense be registered with the Central Contractor Registration (CCR) which is available on-line at http://www.ccr.gov/.
