- Description
- NASA/JSC has a requirement for WB-57F engineering services for the analysis of theinstallation of a new payload to the existing aircraft structure. This payloadinstallation requires the alteration of heritage WB-57 structure at the payloadinterface. The services required include analysis of engineering designs and technicaldocumentation of the analysis to be delivered to NASA. NASA/JSC intends to purchase these services from ATA Engineering, Inc. ATA has recentlycompleted work for NASA for the WB-57 aircraft. In the execution of these contracts, ATAhas developed a unique understanding of the NASA WB-57 (the only 2 aircraft inexistence). These engineering analyses require knowledge of the airplane structuralcharacteristics that only can be gained by direct experience. The same individualsthat performed previous analysis are available to continue their work and expedientlycomplete these new tasks. Duplication of this capability from another company wouldresult in substantial cost to the Government and result in unacceptable delays infulfilling the current WB-57 Program mission requirements. Therefore, NASA/JSC intendsto initiate a sole source procurement for the services with ATA. Statutory authority forproceeding with this acquisition under Other Than Full and Open Competition is 10 U.S.C.2304(c)(1)(as implemented by FAR 6.302-1). The Government intends to acquire this commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 12:00 p.m. local timeon May 25, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
