Description
COMBINED SYNOPSIS/SOLICITATION- R11PS80883, BOR Fine Art Appraisal This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, R11PS80883, is issued as a Request for Proposal (RFP) for the appraisal of 178 Bureau of Reclamation art works. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. The solicitation is 100% Total Small Business set-aside, the associated NAICS code is 541990 - Appraisal (except real estate) services, and the small business size standard is $7M. This combined synopsis/ solicitation is for the following commercial items: Contract Line Item Number (CLIN):0001: 99 EA - Group A, Works on Display0002: 79 EA - Group B, Works in StorageDelivery Date CLIN 0001: Draft Due 75 days after contract award; Final Appraisal due 150 days after award CLIN 0002: Draft Due 150 days after contract award; Final Appraisal due 225 days after award All Services associated with this effort must be performed in accordance with the following: STATEMENT OF WORK 1.GENERAL The Bureau of Reclamation has a need for appraisal services for 178 works of American art (e.g., oil, acrylic, ink, and watercolor) dating from the late 1960's and early 1970's. The artwork documents Reclamation's history and is in need of a professional appraisal for continuation of proper care, protection, and preservation. 2.AUTHORITY Authority for this effort is from the Federal Property and Administrative Services Act of 1949 (P.L. 106-580); Interior Property Management Directives supplement to the Federal Property Management Regulations (41 CFR part 101); Department Manual, Personal Property Management, Part 410; Department Manual, Managing Museum Property, Part 411; Reclamation Manual Policy, Museum Property Management, LND P05; and Reclamation Manual Directives and Standards, Managing Museum Property, LND 02-02. 3.BACKGROUND Reclamation acquired the fine art collection (203 pieces total) as part of a public information program initiated in the late 1960's. The program commissioned 40 American artists with direction to document the development of the West's water resources for irrigation, hydropower generation, recreation, water conservation, and fish and wildlife enhancement. The artists were given complete freedom as to medium and style as long as the result met the general requirement of a Reclamation subject matter. Several of the artists produced multiple pieces under this program. Additional information about Reclamation's fine art collection can be found at the National Archives and Records Administration in Denver, Colorado. 4.WORK TO BE PERFORMED BY CONTRACTOR The successful contractor shall complete an appraisal of 178 works of 20th century American art created by 38 artists. These works are currently in storage or on display/exhibit in the following cities: Denver, Colorado; Washington, DC; Boise, Idaho; Sacramento, California; and Boulder City, Nevada. For each piece of fine art, the contractor shall be required to provide documentation that is prepared in accordance with the guidelines and standards required by the American Society of Appraisers, Appraisers Association of America, or other appraisal association, as appropriate, and with Reclamation's approval. For this appraisal, the type of value/purpose used shall be Retail Replacement Value and the approach used shall be the Market Analysis Approach. The contractor shall provide the following:A.Template presenting the formatting and organization to be used for all appraisals. B.Draft written appraisal for each piece of art, which shall include the following: Title Artist"Property Control Number (PCN) - provided by Reclamation"Location - including room number, building, city, state"Date"Medium"Dimensions - overall and sight"Frame description"Frame width"Condition of Frame"Lighting issues"Identifying marks and inscriptions"Subject and short description including style and technique"Digital color photographs embedded in appraisal - overall and close-up of inscriptions/markings/damage"Artist biography including relevant education, training, and exhibition history"Limiting conditions"Data and sources examined"Comparables/auction records - including date of sale, gallery/dealer/auction house, description of item, title, sales price, size, artist, medium"Appraisal value - including how value was determined and the analysis involved"Condition - including basic conservation needs C.Final draft version of each written appraisal, which takes into account and incorporates Reclamation's comments. D.Final product consisting of:"An overview which discusses examination procedures, purpose, and approach with which the values were determined, and a summary of the overall condition and conservation needs of the artwork, including references for relevant local conservators; "Professional resume; "Table of contents which includes the artist name, title of painting, and PCN; and "All accepted final appraisals which must be organized by artist and PCN. 5.GOVERNMENT-FURNISHED MATERIALS A.Access to the fine art collection. B.Article discussing the history of Reclamation's fine art program (attached).C.Listing of all works of art included in this appraisal. 6.SUMMARY OF DELIVERABLES A.Written draft appraisal of two pieces of Reclamation art representing two artists with differing markets.B.Written draft appraisal of each piece of art identified (Word format only). C.Written final draft appraisal of each piece of art identified which incorporates Reclamation's comments (Word format only). D.Final product which includes an overview, professional resume, table of contents, and all accepted final appraisals.E.Note: All deliverables must have gone through proofing and editorial review before submittal to Reclamation. 7.PROJECT COMPLETION/DELIVERY SCHEDULE The contractor will coordinate with the Contracting Officer's Representative (COR) at least 15 business days in advance of the intended date of examination to arrange site visits. The two draft appraisals referenced in Item 6.A. must be submitted to Reclamation no later than 30 calendar days after award of this contract. The accepted final product must be received by Reclamation no later than February 29, 2012. C.Reclamation shall review final draft appraisals, which take into account and incorporate Reclamation's comments, within 30 calendar days of submission, and provide additional comments if needed.D.Reclamation shall review the final product, which includes an overview, professional resume, table of contents, and all accepted final appraisals, within 10 working days of submission and provide comments, if needed. 9.ACCEPTANCE OF DELIVERABLES Reclamation shall approve all acceptable final draft appraisals within 30 calendar days of submission before they are considered final. No deliverables shall be copyrighted by the contractor. All deliverables become the property of Reclamation and may be used for the following purposes/activities: data contained within the final product may be maintained in Reclamation controlled data management systems used for tracking and accountability purposes; the final product may be sent to the National Archives and Records Administration; a copy of the individual appraisals may accompany the works that are transferred between Reclamation offices; the value determinations may be used for insurance purposes when loaning works to non-Reclamation entities; the final product may accompany the works, in the event that the works are transferred to another Federal entity; and information contained within the final product may be used in publications/reports produced by Reclamation, in the development of magazine/newspaper articles, and for various websites.10.TECHNICAL COORDINATION The COR is Greek Taylor, Bureau of Reclamation, Policy and Administration, (303) 445 2895, gtaylor@usbr.gov. In addition, all digital photographs including overalls and close-ups of inscriptions/markings/damage, identified by PCN, artist name, and painting title, shall be provided on one (1) DVD or similar storage device. The Government will award a single fixed-price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price considered. The offeror must include with the offer a completed copy the Online Representations and Certifications Application (ORCA), which is the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items.
