Solicitation Number: W15P7T-11-R-B406 Notice Type: Pre-solicitation Notice Synopsis: The United States Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to award on a new twelve-month, Firm-Fixed-Price base contract for software development, enhancements, and maintenance of the Total Asset Visibility - II (TAV-II) application, with two Cost-Plus-Fixed-Fee (CPFF) six-month priced options for maintenance, sustainment, and implementation of any emerging requirements for the TAV-II. This is a 100% Small Business Set Aside. ACC-APG is pursuing this action as Other Than Full and Open Competition - Authorized by 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source as documented in Justification and Approval Document 11-022 dated 17 May 2011. The proposed source is Blue Collar Objects LLC, (BCO), 3702 Pender Drive, Suite 200, Fairfax, VA 22030. The total estimated value of this award is $1.7M. BCO developed the TAV as a commercial application under Contract W15P7T-09-C-N208 and has proprietary data rights to the source code. The proposed action will allow for the design of the TAV II to continue evolving in order to meet Warfighter requirement, and to provide the effective support without interruption. Research, Development, Test and Engineering funds will be used for this effort. This synopsis is provided for informational purposes and is not to be considered a request for proposal. The US Army ACC-APG has established the ASFI website to allow electronic postings of this synopsis with the Justification and Approval (J&A)information for notification to industry on an upcoming action.
