Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-51. The Government contemplates award of a firm-fixed price Purchase Order for Wet Horizontal Magnetic Particle unit for Gun Tube inspection. Purchase of this unit will be in accordance with the attached specifications, using Federal Acquisition Regulation FAR PART 13.5, Test Program Certain Commercial Items. NOTES to Offerors: Offers shall note the lead time or approximate delivery date for item offered. Acceptance shall be at destination. Shipping shall be FOB Destination of US Army Aberdeen Test Center's facility located at Aberdeen Proving Ground, Maryland 21005. Description of the Requirement: Wet Horizontal Magnetic Particle Unit for Gun Tube inspection Magnaflux Brand Name or Equal, in accordance with the attached specifications and terms and conditions. Offerors to propose unit prices for the following items. CLIN 0001 Wet Horizontal Magnetic Particle Unit for Gun Tube inspection. Magnaflux Brand Name or Equal 1 each. Unit Price: _____________ Total Amt: _____________ The following provisions and clauses will be incorporated by reference: 52.209-6 Protecting the Government's Interest when Subcontracting with Contractors Debarred, Suspended or Proposed for Debarment 52.211-6 Brand Name or Equal (reference the attachment for full text of clause) 52.212-1 Instruction of Offerors Commercial Items 52.212-2 Evaluation Commercial Items: The award will be based upon best value and made to the offeror whose proposal is determined by the Government to be the most beneficial, considering the evaluation factors set forth below. Offerors will be cautioned that an award may not necessarily be made to the lowest price offeror. If non-cost factors are evaluated as comparatively equal between two or more offerors, price may become a determinative factor. The evaluation criteria consists of the following factors: Technical Acceptability, conformance to the salients, Past Performance, Commercial Warranty, and Price. Failure to submit proposal information may result in the offeror not being considered for the award. Offerors are to ensure that their initial quote is submitted on the most favorable terms in order to reflect their best possible potential, since less than the best effort could result in exclusion of the quote from further consideration. The Government will reserve the right to award a firm fixed purchase order without discussions of the quotations. Offerors may be given the opportunity to clarify their quotations or to resolve minor or clerical errors. Trade-off Analysis: In performing the best-value trade-off analysis, all non-cost evaluation factors, when combined, are significantly more important than cost. AMC-LEVEL PROTEST (NOV 2008) If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer.
