Description
This is a Special Notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC) located in Seattle, WA on a sole source basis with Alaska Dept. of Fish & Game (ADF&G). The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures estimated not to exceed $100,000.00. The proposed vendor will conduct groundfish data collection on-board Alaska Dept of Fish & Game's large and small mesh survey and a small mesh survey of Pavlof Bay. The proposed vendor shall collect and deliver quantitative catch and biological data on groundfish, shrimp and invertebrates caught in the 2011 large mesh and small mesh surveys as well as the first segment of the 2012 ADF&G large mesh trawl survey in a manner consistent with survey data collected during the AFSC's Gulf of Alaska (GOA) biennial groundfish trawl surveys and Pavlof Bay surveys. The NMFS and ADF&G conducted a special study in 1997 to develop the necessary comparisons to allow the data collected by the ADF&G survey with NMFS survey data in the assessment of Gulf of Alaska groundfish. These ecological data are required to maintain a time series for tracking the status and trends of important groundfish species. The time series is needed for stock assessments that are used to develop harvest level recommendations for key groundfish species. These data formed the longest continuous annual survey of its type in the North Pacific. The data from this time series have also been instrumental in describing ecological change in the Gulf of Alaska following the 1976 climate regime shift in the North Pacific. This project would continue the survey support provided since 1997. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately July 01, 2011 through June 30, 2012with no option periods. The NAICS code for this procurement is 541690 with a corresponding size standard of $7.0M. This Special Notice is not a request for competitive proposals; however, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than June 6, 2011 at 16:00pm PDT Seattle, WA. Responses shall be faxed to Mona Ash at (206)526-4004 or e-mail to Mona.M.Ash@noaa.gov. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only ADF&G can provide these services. ****All contractors doing business with DOC NMFS AFSC shall be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
