Description
The Office of Dietary Supplements (ODS) at the National Institutes of Health (NIH), intends to solicit, negotiate, and award a contract on a competitive basis for the planning, coordination, management, and conduct of a series of laboratory studies that lead to the development and dissemination of AOAC International (AOAC) Official Methods of Analysis (OMA) (http://www.aoac.org/vmeth/oma_program.htm). The OMA are needed in the study of dietary supplements, are recognized in courts of law, are often developed for regulatory purposes, and serve to create consensus standards that promote international trade. The main objective of the contract will be to provide the ODS, NIH and its stakeholders with accurate, reliable, practical, validated, and published chemical analytical methods for selected dietary supplements as directed by the ODS and informed by the AOAC process. The ODS envisions the simultaneous development, optimization, and validation of multiple analytical methods coordinated by the Contractor and guided by a stakeholder informed method prioritization process through the AOAC. The number and type of validation studies will depend on available resources, public health priorities, and the AOAC committee's recommended priorities. The Contractor shall conduct, support, and/or provide oversight for development, optimization, single-laboratory validation, multiple laboratory validation, and collaborative study of analytical methods for quantitative determination of constituents in a variety of dietary supplement raw materials and finished products. The Contractor shall adhere to the policies, guidelines, and procedures of the AOAC OMA program. The Contractor shall possess institutional knowledge and facilities to both conduct and oversee all aspects of the work. The ODS expects the Contractor to have the environment, resources, experience, and expertise to develop, optimize, and validate methods within its own facility; that is, the facility must include a laboratory suitable for conducting validation studies. In addition, the Contractor shall subcontract with other laboratories for the performance of collaborative studies, as needed. Therefore, the Contractor may establish a comprehensive overarching organization which subcontracts specific activities to other institutions. THIS IS A SYNOPSIS, NOT A REQUEST FOR A PROPOSAL (RFP). A RFP WILL BE AVAILABLE ON OR ABOUT June 8, 2011, ON THE FEDBIZOPPS (FBO) WEBSITE AT HTTP://WWW.FBO.GOV. The proposed acquisition will be a 100% small business set-aside. All offerors must be certified by the Small Business Administration as a Small Business. The ODS, NIH intends to award a fixed-price/indefinite-delivery contract with a one-year base period plus four (4) one-year option periods. Option years will be exercised at the sole discretion of the Government. Prospective offerors are responsible for downloading the solicitation and amendments. It is the offeror's responsibility to monitor the FBO website for the release of the solicitation and amendments. Hard copies will be provided to individuals eligible under the American with Disability Act and Rehabilitation Act upon request.
