Description
THIS IS NOT A SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), INVITATION FOR BID (IFB), REQUEST FOR QUOTES (RFQ), OR AN ANNOUNCEMENT OF A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTRACT OR PROCEED WITH ANY OF THE ABOVE SOLICITATIONS IN THE NEAR FUTURE. THIS NOTICE IS ONLY FOR MARKET RESEARCH PURPOSES. This is a sources sought notice to determine the availability of potential small businesses (e.g., 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business) that can provide the Department of Health and Human Services Office of the Inspector General (OIG), Office of Evaluation and Inspections (OEI) with specialized medical-analytical services on an as-needed basis. The OEI will identify patterns of practice which may constitute the furnishing of unnecessary, inappropriate, or poor quality health care. The contractor will then make available the medical expertise to evaluate these potentially aberrant practices. The Contractor's analysis of these practices will involve consideration of complex interacting factors and extensive review and judgment by physicians and other allied health professionals. The findings of these physicians and allied health professionals will be reported by the Contractor to OEI. Core tasks of this effort would include: 1) The contract will require a broad and detailed knowledge of Medicare and Medicaid programs, from coverage requirements of specific procedures to coding issues, Federal and State responsibilities and mandates, and numerous data systems used to collect and manage beneficiary information in the Centers for Medicare and Medicaid Services. 2) The contract will require the ability to securely maintain and transmit electronic medical records back and forth between project managers, individual medical reviewers, and the government. 3) The contract will require the ability to create databases and other means of collating both electronic and written information that are appropriate to the particular task. Knowledge of and experience with electronic evaluation tools and data analysis software such as SAS, Access, and Excel will be required. 4) The contract will require the need for quickly recruiting, training, and managing reviewers of numerous and highly specialized medical disciplines ranging from coding experts to nurses to physicians depending on the individual project. These reviewers must be able to work independently, receive and transmit materials securely, maintain strict confidentiality, and be available to government project team for debriefing. These studies might require in-depth medical review and involvement of the following types of specialized health care professionals: various board-certified or board-eligible physicians specializing in internal medicine, general surgery, cardiology, psychiatry, ophthalmology, neurology, orthopedics, urology, rehabilitation medicine and other specialties, registered nurses, registered records analysts, physical therapists, occupational therapists, speech therapists, social workers, laboratory technicians, pharmacists and other health care professionals as each project dictates. 5) The contract will require the need to develop medical record review instruments based on the particular needs of the government study, with detailed knowledge of the issue area in question, knowledge of electronic survey disciplines and software, and detailed knowledge of analysis and evaluation techniques. 6) The contract will require a detailed knowledge of, and the ability to perform, a variety of evaluation methods from document review, phone interviews, on-site reviews, electronic record analysis, and focus group interviews, depending on the individual needs of the study. 7) The contract will require highly specific needs, based on government regulations, for maintaining sensitive beneficiary records and data analysis that is protected from both external and internal unauthorized access. 8) The contract will require the ability to collect identified medical records from many sources on behalf of the government, many times through multiple requests of mail and telephone. The records will need to be collected quickly in order to satisfy the needs of the particular study. 9) The contract will require the oversight of the individual medical reviewers, ensuring consistency, completeness, and promptness across all of the reviews. 10) The contract will require significant quality assurance methods in all aspects of the project, particularly inter-rater reliability. 11) The contract will require the ability to meet for briefings, debriefings, and trainings in-person at places convenient to the government project team. THE MINIMUM CONTRACTOR CAPABILITY REQUIREMENTS ARE: 1) Demonstrate expertise in the development and maintenance of secure databases for collecting and analyzing medical record information. 2) Demonstrate knowledge and expertise of quality control techniques related to both medical record reviews and data analysis to insure reliable results. 3) Demonstrate at least 5 years of knowledge and expertise in a variety of Medicare and Medicaid programs and issues, including the purposes of the Medicare and Medicaid programs, including the Medicare Conditions of Participation for the health care facilities which provide services to beneficiaries, and knowledge of the coverage, utilization and reimbursement policies of the Medicare program. 4) Demonstration a satisfactory record of at least five years of conducting medical record reviews and analysis, including the use of data analysis programs, of a variety of medical records in different areas related to patient care, supplies and equipment, and medical facilities. 5) Demonstrate the availability, qualifications, experience, education, and competence of professional, technical and other personnel of a wide range of specialties available of medical disciplines, to include proposed subcontractors or consultants. 6) Demonstrate the knowledge and expertise of developing in-depth review instruments of medical records utilizing existing requirements or plans of coverage in multiple medical disciplines. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE, INCLUDING ANY TEAMING ARRANGEMENTS AND SHOULD NOT EXCEED 30 PAGES. Capability statements must also include the following information: Company name, address, DUNS, Point of Contact, Phone and Email address of individuals who can verify the demonstrated capabilities identified in the responses, and business size and status (e.g., small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUB Zone small business, small disadvantaged business, and women owned small business). Teaming Arrangements are encouraged. All teaming arrangements shall also include the above-cited information and certifications for each entity on the proposed team. Responses are requested by 1:00 pm EST June 09, 2011. Capability statements will not be accepted after the due date.
