- Synopsis This is NOT a solicitation for proposals or quotations. The purpose of this notice is to obtain information regarding the availability for a commercial-off-the-shelf program that will involve "real-time" statistics collection, analysis and a reporting system for use in law enforcement administration, operation, and management. An incident management system is needed to support the 6 Districts and 208 programs within division of operations which includes, but is not limited to; Law Enforcement, Tribal Courts, and Corrections.The purpose of this RFI is to solicit informal expressions of interest and comments on the requirement from potential contractors and other persons interested in the study that could help the BIA in formulating its requirements before issuing any solicitation. DESCRIPTION: INCIDENT REPORTING SYSTEM 1.0 - BACKGROUNDAn incident management system is needed to support the Department of the Interior (DOI) Strategic Goals and the President's Management Agenda and has been mandated by Public Law 100-690. The BIA seeks to provide a full range of data and information on incidents when requested and needs accurate data to report to Government Performance and Results Act (GPRA). 2.0 - REQUIREMENTSImplementation of the reporting system will advance the BIA's mission object to enhance security. The system shall possess the capability to participate in functional areas for capturing and reporting law enforcement data. The following reporting requirements are, but not limited to; Booking Data, Release Data, Inmate Data, Incident Reports, Operational Data, Personnel Data, Equipment Data, Property Data, Facility Data, Transportation Data, Juvenile Data, Training Data, Budget Data, and Tribal Data.The reporting system must have the capability to interface with several different agencies, locations, sharing networks across the U.S. and in Indian Country. The cross servicing support is crucial for accurate data collection and reporting requirements. This RFI is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on behalf of the Government. To protect procurement integrity of any possible future procurement that may arise from this notice, information gathered will not be discussed. Depending upon the response, an industry day for presentations of capability is contemplated. The suggested NAICS code for this requirement is 541511The Small Business size standard is $25M. Information Submission Instructions White paper responses submitted by interested parties shall be used as part of market research by the Bureau of Indian Affairs to develop potential options. Pursuant to FAR 15.201(e), responses to this notice are not offers and cannot be interpreted to form a binding contract. Any future contract that may be awarded based on information received or derived from this RFI will be the outcome of the competitive process. This announcement is based on the best information available, is subject to future modification, is not a request for proposal/quotation, and in no way commits the government to award of a contract. The BIA is not responsible for any costs incurred by respondents to this RFI. ANY RESPONSES RECEIVED AFTER THE ESTABLISHED DATE AND TIME WILL NOT BE CONSIDERED. Telephone responses will not be accepted. Please submit your response to this RFI in accordance with the following: (1) White paper format with no more than five (5) pages all inclusive (excluding transmittal page) including the name, email address and phone number of the relevant representative(s) of your firm;(2) Address the capability of your firm to provide a COTS Incident Management Reporting System;(3) Verify your registration in the Central Contractor Registration (www.ccr.gov);(4) Submit your response via email to Quiana Galloway at quiana.galloway@bia.gov ;(5) You must submit your responses by 3:00 p.m. local time, Washington, D.C., no later than Tuesday, May 31, 2011. (6) Mark your response as "Proprietary Information" if the information is considered business sensitive.
