- NASA/LaRC has a requirement for an IFS 125 High-Resolution (HR) Infrared FourierSpectrometer.NASA/LaRC intends to purchase the items from Bruker Optics, Inc. Since the the identicalsystem is currently in use at other institutions that NASA Langley collaborates with, theIFS 125/HR will provide a unique mission critical capability for the Clouds and Earth'sRadiant Energy System (CERES) program in monitoring earths emitted radiation and climatescience through quantitative intercomparison with NOAA, and other NASA Centers. BrukerOptics is the only responsible source and no other supplies or services will satisfyAgency requirements. It would take substantial duplication of resources and time foranother source to provide a similar spectrometer, and this additional expense is notexpected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 05/31/2011.Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
