- This notice does NOT constitute a request for proposal, request for quote, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for ST167-07, Repair Airfield Pavement and Lighting at Naval Auxiliary Landing Field (NALF) Fentress, Chesapeake, Virginia. The project will make necessary repairs to Runway Pavements, Lighting and Airfield Infrastructure. The Fentress Airfield is made up of one Runway which is approximately 175 X 8000 consisting of base material, concrete and asphalt and one Taxiway which is approximately 75 X 8000 consisting of base material and asphalt. The concrete runway ends (1,700 each) are to reconstructed, including new Simulated Carrier Decks of Continuously Reinforced Concrete, xxx x xxx at each end. Runway and Taxiway pavement areas are to be elevated 2 throughout. Airfield Lighting systems and components will be entirely replaced, including Runway Edge and Threshold Lighting, Distance Markers, Taxiway Edge Lighting, all lighting cable and controls, and Lighting Vault. Airfield Infrastructure repairs are necessary to meet NAVAIR Operations Safety Criteria and FAA Regulations for Airfield Compliance will be made. Landing Safety Officer Observation shacks will be reconstructed. The project work scope is made up of three Phases (1, 2 & 3). The Runway must remain in operation for NAVAIR Squadron Training and Qualifications during Phases 1 (Off Runway Work) & 3 (Taxiway Option Work). During Phase 2 (Runway Work), the Runway will be closed for repairs from January 15 October 15, 2012. All work identified in Phase 1 & 2 must be completed by October 15, 2012 at which time the Runway is back to full operations on October 16, 2012. Phase 3 may continue to completion with the Runway in full operation until completion date of September 16, 2013. The completion time for this contract is 754 calendar days after award. The NAICS Code for this procurement is 237310 and the annual size standard is $33.5M. Competition Requirements: Full and Open Competition Procurement Method: Contracting by Negotiation Type of Contract: Firm Fixed Price The total estimated cost for this project is between $25,000,000 and $100,000,000. The solicitation will utilize source selection procedures which will require offerors to submit a technical proposal to include, corporate experience, past performance, safety, technical approach, and small business utilization, and a price proposal for evaluation by the Government. Large business concerns will be required to submit a subcontracting plan prior to award of the contract. Offerors will be required to submit with their proposal a bid guarantee in a penal sum equal to at least 20 percent of the largest amount for which award can be made under the bid submitted, but in no case to exceed $3,000,000.
