- NASA/GRC has a requirement for 2.5/3D Woven Nextel panels constructed w/Nextel 6101500 denier fiber in 3 ft lengths in a modified layer to layer architecture.NASA/GRC intends to purchase the items from Textile Engineering & Manufacturing ofWoonsocket, RI. The statutory authority permitting other than full and open competitionis 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or serviceswill satisfy agency requirements. We request that TEAM (Textile Engineering & Manufacturing) weave layer to layer clothusing 1500 denier N610 (Nextel) oxide fiber. They have demonstrated to NASA that they canfabricate the required architecture in a 12.5 width (to be delivered in 3 ft. longsections. In a previous contracted effort performed during the past 9 monthsfor NASAGlenn allowed TEAM to provide NASA with this weave construction. We have verified thisweave has the required high fiber loading (approximately 35% fiber loading, before heattreatment), with significant through-thickness fiber reinforcement to help increaseinterlaminar properties and impact resistance. They achieved high fiber loading whileminimizing damage to the fibers. This is very critical. This weave was also selected toallow us to obtain CMCs with a relatively smooth surface (where other 3D architecturessuch as orthogonal weaves are known to provide rough composite surfaces). TEAMsdemonstration of the ability to fabricate this weave eliminates the large risk associatedwith a vendor attempting to fabricate a 2.5/3D preform for the first time. We arepurchasing this specific weave because this is the architecture we are currentlyinvestigating in a NASA aeronautics project, where we need to make more composite sampleswith this specific fiber architecture, to allow us to gather more data to add to dataobtained from testing other identical composites reinforced with the same type of cloth(previously purchased by NASA). For these reasons, we feel that TEAM is the onlysuitable vendor for preparing these specific weaves. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 6, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
