LIMITED SOURCES JUSTIFICATION AND APPROVAL Contracting Activity: ESC/HGK200 East Moore DriveMAFB-Gunter Annex AL 36114-3000Program Name (and Program Element, if applicable): Expeditionary Combat Support System (ECSS)Type Program: Other Contracting Authority: FAR 8.405-6(a)(2) ESC/HGGK and ESC/HGGI propose to execute a new award for ECSS ERP Sustainment Cost and Potential Cost Efficiencies against a Gartner, Incorporated Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA) as a firm-fixed price contract. This requirement is to obtain objective, benchmarked research information to identify areas for program sustainment cost reductions and efficiencies. Additionally, the offeror shall validate the sustainment costs (to include staffing requirements) are consistent with benchmarked companies. This will be a performance-based requirement. Under the contemplated contract, Gartner, Inc. will provide the following services in support of ECSS Sustainment using industry benchmarking data and industry best practices:1. Review the ECSS sustainment cost figures and validate whether the planned costs are consistent with benchmarked data and industry best practices.2.Identify possible cost efficiencies to drive down total cost of ownership. FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule contractors to fewer than required in FAR 8.405-1 or 8.405-2. The specific circumstance that justifies restriction for this acquisition is FAR 8.405-6 (a)(2). The item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer. This brand name justification is based on the fact that the research requested to meet this requirement requires a highly specialized capability. ECSS is a large-scale commercial-off-the-shelf (COTS) enterprise resource planning (ERP) information technology system. A program of this size and scope requires accurate cost estimates for sustainment and must ensure effective and efficient operations during sustainment to ensure the lowest cost of ownership at minimal risk. To obtain valid, accurate cost estimates and to identify potential for cost savings requires benchmarking other companies with global mission and scale comparable to ECSS who have implemented a similar technical solution. Due to the competitive nature of ERP solutions across commercial and governmental organizations, accurate, reliable and comparative benchmarking data is only available from Gartner, Inc.
