THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME: Responses are to be sent via email to donna.leketa@usace.army.mil no later than 3:00pm Eastern Daylight Time, 1 June 2011. This is a SOURCES SOUGHT NOTICE and is for informational purposes only to determine the availability of potential qualified contractors. The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from Small Businesses, Certified 8(a), Certified HUB Zone, Women-Owned Small Businesses and Service-Disabled Veteran-Owned Small Businesses concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. NO SOLICITATION IS CURRENTLY AVAILABLE. NO AWARD will be made from this SOURCES SOUGHT NOTICE. Comments will be shared with the Government and the project delivery team, but otherwise will be held in strict confidence. Comments may be in any format, but must include the offerors' name, address, phone number, and email address. Project: Plant tidal marsh plants shrubs, as well as seeding approximately 8 acres in a constructed tidal wetland cell, on Poplar Island, a remote island in the Chesapeake Bay. This project is located in Cell 1B, a 35-acre constructed tidal wetland located on Poplar Island, a remote island in the Chesapeake Bay. The Cell 1B Wetland Planting consists of planting approximately 160,000 tidal marsh plants and 300 shrubs, as well as seeding approximately 8 acres. The project consist of: Gathering plant material grown from seeds collected within a 250-mile radius of Poplar Island from qualified sources; transporting all material and personnel to and from the island; and planting and seeding in areas that are tidally inundated up to 50% of the time. All planting and seeding must occur between 15 April and 30 June 2012. The purpose of this document is to establish if there are any small disadvantaged businesses capable of performing this work. The NAICS codes is 561730, the size standard is $16.5 million. The contract duration is estimated at 450days. Under Federal Acquisition Regulation (FAR) guidelines, clause 52.219-14 - Limitations on Subcontracting, the concern will perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees. Responses should include: 1. Identification and verification of the company's small business status. 2. Description of Experience - describe completed experience on at least three wetland planting projects of 3 acres or more within the last five years; preferably with one of the projects being a planting for a tidal wetland; please provide the following information to demonstrate experience for each project: •(a) The location of the project; •(b) The name of the project; •(c) The contract number; •(d) The dollar amount and acreage of the project; •(e) A point of contact or reference of the project. The point of reference may be an authorized representative of the owner or the person responsible for contracting; •(f) The date of completion; 3. Performance ratings on the listed projects to include CPARS or other performance ratings, or correspondence from previous project if performance rating forms are not available. 4. A listing of key project personnel to include project manager, on-site superintendent, quality control and safety manager to include a resume identifying specific experience and qualifications on projects of similar type, size and technical issues. 5. A Plant Procurement Plan describing your ability to procure the type and amount of plant material necessary for installation within the stated project schedule. The Plan must include information on the seed collection areas, sources, propagation methods, nursery(s) production and capacity, storage both before and during plant installation, and method of transportation to the project site. Please only include a narrative of the requested information. Narratives shall be no longer than 10 pages.
