EPA Intent to Issue RFQ Procurement Office: U.S. Environmental Protection Agency, Headquarters Procurement Operations Division (3803R) 1200 Pennsylvania Ave NW, Washington, DC 20460 NAICS: 611430 The US Environmental Protection Agency?s (EPA) Office of Acquisition Management (OAM), Under the Authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisitions Procedures, intend to issue an RFQ for the Office of Research and Development to provide professional development workshops on clarity in written scientific communication. The EPA intends to issue this Purchase Order as a firm fixed price, inclusive of all travel cost, fees, and materials. Prospective sources are reminded that an award can only be made to a vendor who is registered and in "active status" in the Central Contractor Registration (CCR) database ? if not registered, please go to www.ccr.gov (Must have DUNS number in order to begin CCR registration process, both DUNS number and CCR registration are free). The RFQ will be posted on or about June 8, 2011 on the following site: http://www.epa.gov/oamhpod1/adm_placement/sapcbd/workshop.htm Draft Statement of Work as followed: I. Background and Objectives The National Center for Environmental Assessment is responsible for writing many of the highly influential documents produced by the Environmental Protection Agency's Office of Research and Development (ORD). NCEA prepares a number of scientific documents that provide the scientific basis for EPA regulations. This includes the Integrated Risk Information System (IRIS), and the Provisional Peer Reviewed Toxicity Value (PPRTV) documents that serve as the basis for science policy decisions made across EPA regulatory programs. These high priority documents are integral to ORD's human health risk assessment multi-year plan, producing peer-reviewed products used extensively by EPA programs, regional offices, and other parties to determine the potential risk to public health from exposure to environmental contaminants. Given the importance and high visibility of these documents, accurate and clear written scientific communication is imperative to their success. The following tasks will provide NCEA scientific staff and managerial staff with training and feedback on written communication skills that will help to make these technical documents as clear and effective as possible. II. Contractor Requirements In consultation with the EPA Project Officer, the vendor shall:?conduct two, 3-day scientific writing workshops for 12-15 people at two locations (Washington, DC and Cincinnati, OH) during June, 2011 ? December 31, 2011, the exact date of trainings to be determined by ORD and provided to the vendor at least 30 days prior to proposed workshop; ORD will attempt to accommodate vendor?s schedule. ?provide a draft Agenda and workshop materials 15 days before each of the specific workshops to be approved by EPA Project Officer. The workshops should consist of both group lecture time and small group (1 to 2 individuals at a time) mentoring and writing critiques. The focus of the workshop should be on clarity in written scientific communication. III. Location and Date As indicated above, the contractor shall conduct two 3-day workshops in-person at an ORD facility in Washington, DC and Cincinnati, OH (the exact training location to be determined by ORD). The vendor shall be responsible for all travel related cost. IV. Deliverables As indicated above, in consultation with the EPA Project Officer, the Contractor shall: 1. conduct two 3-day workshops in-person at an ORD facility in Washington, DC and Cincinnati, OH (the exact training location to be determined by ORD). 2. provide draft agenda 3. provide participants reference and related scientific writing materials. At least three weeks prior to the first workshop, the vendor shall electronically deliver to the EPA Project Officer a complete draft set of all agenda, presentation and handout materials for review and approval. The EPA Project Officer will provide approval or comments for revisions, if any, within five (5) business days. OPTION TASK 1 Two additional workshops to be held shortly after the first workshop series for 12-15 people each to be scheduled within six weeks of exercising this option. Provide a draft Agenda and review of workshop materials 15 days before each of the specific workshops. The additional workshops will be: one in Washington, DC, and the second in either Washington, DC or Cincinnati, OH. (The location of the workshops will be decided by number of interested attendees in attending the scientific writing workshop). The scope and content of these two additional workshops will be the same as Task 1 above.
