Description
The U.S. Environmental Protection Agency (U.S. EPA) will be continuing the Cleveland Multiple Air Pollutant Study (CMAPS) to determine the impact of local and regional air pollution sources on air quality in Cleveland, Ohio. This requirement requires evaluation of the association between address-level pulmonary and cardiac emergency department health effects data and CMAPS air pollution data including receptor, deterministic, and exposure modeling estimates. Also, this requirement requires evaluating the impact on health effects estimates of using exposure and source estimates compared to using the data from the GT Craig monitoring site as well as using spatial analysis, time-series, and case crossover methodologies to understand the impact of sources and exposure on health effects. This action is being pursued on a sole source basis because, The Cleveland Clinic, to the best of our knowledge, is the only known source who has in house expertise in the collection of pulmonary and cardiac outcome data from Cleveland metropolitan area hospitals at the address-level and in conducting post-ER visit interviews with patients during the CMAPS study period. In addition, The Cleveland Clinic is the only known source, with the in house expertise, to have conducted research to characterize the human health impacts of local steel mill activity in Cleveland that meets our professional requirements (peer-reviewed research which has been presented at professional conferences). NAICS Code 541620 applies with a small business size standard of 500 employees. The intent of this notice is to determine if any other sources(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead chooses to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
