Description
The current ERS contracts expire October - December 2016. Since dollar utilization has been faster than planned it is expected the full program amount will be utilized prior to expiration of the time periods of the ERS contracts. Based on this the government is starting the re-procurement process for ERS. There is currently no solicitation for this synopsis. This is a sources sought synopsis only seeking information of potential small business and large business firms that have an interest in submitting a proposal as a prime contractor for this work. Information received in relation to this notice will be used to assist the government in developing overall acquisition strategy to include type and number of contracts and contract amount. The government is currently contemplating the award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts on both a fixed price and cost reimbursement basis. In addition the government intends to award contracts both as Full and Open and SB Set-Asides. Description: The Environmental Remediation Services (ERS) contracts are used by the U.S. Army Corps of Engineers, (USACE), Alaska District to execute environmental remediation projects in support of our customers. The Alaska District supports many different customers, several of whom rely exclusively on us to execute their environmental work. The Alaska District executes remediation services for multiple customers including the Army; Air Force; U.S. Forest Service; U.S. Coast Guard; Federal Aviation Administration; National Oceanic and Atmospheric Administration; Environmental Protection Agency; and Bureau of Land Management. In addition, the Alaska District executes a strong Formerly Used Defense Sites (FUDS) program. Our customers rely on the Alaska District to provide efficient, quality environmental services in harsh environments at remote locations with challenging logistics. This description is not all-inclusive and is intended only as a broad, general description. The ERS work includes investigations, studies, remedial designs, removal and remedial actions of hazardous, toxic, and radioactive waste (HTRW) contaminated soil and groundwater. The contractor shall also be prepared to conduct emergency responses under the National Contingency Plan. Emergency responses could involve responding to hazardous substance spills as well as oil discharges and releases at hazardous waste sites requiring emergency removal actions. While the ERS work will primarily occur at various sites in Alaska, some work may occur regionally throughout the Pacific Ocean Division (POD). POD encompasses the entire Pacific Rim including Hawaii, Japan, Korea, Guam, and Indochina. The Status of Forces Agreement (SOFA) is applicable for Korea and Japan. Decisions to place work outside Alaska will be based on a review of contractor's capability to do this work as well as the contractor's desire to perform it. The NAICS Code for this effort is 562910 Environmental Remediation Services (size standard 500 employees). The period of performance will be 10 years with an estimated program amount of $490 million spread over all the contracts. The solicitation will issued as Requests for Proposals (RFP) using the Best Value Source Selection approach. As stated above, the Government will use the information provided by interested offerors to determine our overall acquisition strategy. In response to this notice interested offerors should submit a capability statement (20 pages or less) in written format. The preferred method of response is via email to all Points of Contact (POC's) listed in this notice. Please insure your capability statement includes the following: (1) summarize how your company is uniquely capable and qualified to handle remediation services; (2) summarize projects completed similar to the projects outlined above. The list of relevant projects shall include the total cost and duration of the projects; (3) provide bonding capacity per contract and aggregate capacity; (4) Small Business status; (5) Capability and experience in doing cost reimbursement contracts; and (5) Experience and desire to perform work outside Alaska in the POD region. Capability Statements shall be submitted as soon as possible, but no later than the date and time listed in this notice. At a later time the government will issue a draft solicitation for industry comment. Questions shall be directed to Points of Contact listed in this notice.
