- Description
- The Agency for Healthcare Research and Quality (AHRQ) intends to negotiate with Johns Hopkins University School of Medicine, a contract consisting of one base-year and four one-year options, for services titled "HIV Research Network". This is a renewal of contract No. HHSA290200600025C with Johns Hopkins School of Medicine, whose work on this study extends back more than 10 years. The main focus of this project is to collect recent data on provision of health services to people with HIV infection, based on a sample that is large, diverse in terms of sociodemographic characteristics (i.e., gender, race/ethnicity, HIV transmission group, insurance), and diverse geographically. The project collects information not only on HIV patients' background characteristics, but also on utilization of health services and relevant clinical data, such as values of CD4 and HIV-1 RNA laboratory tests. In order to assess trends over time in HIV service provision, access to and disparities in care and outcomes of care, data are collected yearly and amalgamated into a longitudinal database. The current database includes data from 2000 through 2009, and data from 2010 will be incorporated by the end of the current contract in September, 2011. The proposed project will continue data collection for calendar years 2011-2015, using established protocols to ensure continuity and consistency of data across time. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposal. However, all proposals received will be considered by the Government. A determination by the Government not to continue with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
