Description

Furnish all labor, material, equipment and supervision to design and construct 'Replace Roof, Building 100', Project No. 516-11-301 at the VA Health Care System, Bay Pines, FL. This requirement is being procured utilizing a two-phase Design-Build selection procedure. Firms responding to this requirement are hereby informed that the initial evaluation of offers will result in a short-list of no more than five (5) of the most highly rated firms. Only those firms short-listed in Phase I of the selection procedure will be provided the opportunity to participate in phase II of the RFP process. The successful Design Build Team shall provide all labor, materials, tools and equipment necessary for providing design-build services for the removal of approximately 93,000 GSF of existing Firestone 60 mil EPDM roof system that is fully adhered to a mechanically attached Firestone ISO 95+ Tapered Insulation system. Remove all of the existing lightning protection system on the fifth floor roof level (99'-6' Above First Floor finished grade) and penthouse roof level (117'-1' Above First Floor finished grade) and replace with a new lightning protection system and provide a minimum L.O.F. or if attainable, a new U.L. Master Label. Included in this scope of work is to design and install a Rooftop stainless steel safety rail around the entire roof edge perimeter of the fifth floor roof deck including all Service Bay roof decks. Construction cost range is between 1,000,000 and $2,000,000. The North American Industrial Classification Standard is 238160 with a small business size standard of $14 million. A 20% bid bond shall be submitted with the offer. Performance and payment bonds are required within 10 days after contract award. This procurement is 100% set aside to Service Disabled Veteran Owned Small Business contractors pursuant to 38 U.S.C. 8127(d). To be eligible for award the SDVOSB must be CVE verified in the VetBiz Registry at www.vip.vetbiz.gov. The SDVOSB must also be registered on the following websites under NAICS Code 238160: www.ccr.gov; www.orca.bpn.gov; and www.vets100.vets.dol.gov/. Pre-bid site inspections will be announced in the solicitation. The solicitation will be posted o/a June 10, 2011 on the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov. Interested parties can download the solicitation documents from the FedBizOpps website. Amendments will not be mailed but will also be posted at the FedBizOpps website. Offerors are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation prior to the time set for receipt of offers. Contract will be awarded to the contractor offering the best value to the Government considering past performance, technical, and price. Award is subject to the availability of funds. All requests for information on this solicitation shall be submitted in writing to the Contracting Officer via email at Rachel.Reed@va.gov. The deadline for requests for information is 15 calendar days prior to offer due date.
