Reasons for modification of RFI: 1) Revise paragraph 4.3.2. 2) Add attachment which contains answers to questions we ™ve received. REQUEST FOR INFORMATION (RFI) Minor Caliber Gun Weapon System (GWS) Market Survey 1.0Description 1.1 The Naval Surface Warfare Center Dahlgren Division (NSWCDD) in support of the Naval Gunnery Project Office (PEO IWS3C) is seeking information for qualified contractors that could provide a competitive minor caliber gun weapon system (GWS) candidate for ship self defense purposes. Minor Caliber Gun Weapon System caliber range is from 25mm “ 30mm for this RFI. 1.2 This is a request for information (RFI) only. This RFI is issued solely for information and planning purposes “ it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the U.S. Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party ™s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website (http://www.fbo.gov). It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0Background Naval Surface Combatants and amphibious warfare ships employ minor caliber gun weapon systems for ship self defense purposes. A market survey lead by the Naval Gunnery Project Office (IWS-3C) is underway to evaluate the current state of technology for new and existing ship platforms for the purpose of ship self defense. 2.1 Planned Production: Not specified at this time. 2.2 Delivery Period: Ongoing 2.3 Limitations: Not specified at this time. 2.4 Security Requirements: Not specified at this time. 3.0Requested Information The requested information is to determine suitable candidates that have available designs/products and are qualified contractors to meet the minor caliber requirement. Particular attention should be paid to the MK 50 MOD 0 Modular Gun Weapon System of the Surface Warfare Mission Packages (SUW MP) aboard the Littoral Combat Ship (LCS). Additionally several other minor caliber GWS solutions currently exist on other U.S. Navy platforms as well and should also be considered. Requested categories that should be considered when providing information System Weight oWith and without ammunition oMax weight without ammo 8,500lbs oWeight of other required components Installation Infrastructure oRemote Operations Capability oPower Requirements oOther external requirements to operate system Rate of fire Ammo capacity Ammunition Types System Accuracy Past demonstrated test events Safety program lineage Other Users of the system (Particularly other Navy Systems) ROM Cost oSingle Unit oMultiple units (20-50 units) Lead time 4.0Responses 4.1 Interested parties are requested to respond to this RFI with a white paper. 4.2 The RFI white paper should be in Microsoft Word for Office 2007 compatible format and due no later than 15 June 2011, 1600 EST. Responses shall be limited to five (5) single-sided pages submitted via e-mail only to the U.S. Government Point of Contact (POC): Kerry Knapp: (202) 781-2911 kerry.knapp@navy.mil; Cristina Swanson: (202) 781-1759 cristina.swanson@navy.mil, Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the U.S. Government, please segregate proprietary information. Please be advised that all submissions become U.S. Government property and will not be returned. 4.3. Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum: 4.3.1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.3.2. Identify if the document contains company proprietary information. The U.S. Government ™s evaluator will secure such proprietary data to avoid public release. 4.3.3 The facility security clearance of the offeror. The number of pages in Section 1 of the white paper shall not be included in the 5-page limitation, i.e., the 5-page limitation applies only to Section 2 of the white paper. 4.4 Section 2 of the white paper shall answer the issues addressed in Section 3 of this RFI and shall be limited to 5 pages 5.0Meetings and Discussions PEO IWS3C and its representatives may or may not choose to meet with potential offerors. The information provided in this RFI is subject to change and is not binding to the U.S. Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become U.S. Government property and will not be returned.
