Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 and 13 as supplemented with additional information included in this notice. This solicitation is issued as a Request for Quotations (RFQ) under solicitation number RFQ-PA-11-00028. Award will be made using Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government intends to award on an all or none basis to the lowest priced responsible offeror whose offer conforms to the solicitation. This procurement is 100 percent set aside for small business concerns and only qualified offerors may submit quotes. The associated North American Industrial Classification (NAICS) code is 541380 and the business size standard is $12,000,000. In support of TMDL development, Region III has a requirement to analyze samples for chronic toxicity of ambient water collected at eight locations in the Smith River Watershed. Sampling will be collected at both low-flow and high-flow conditions. Submission of samples and analysis is dependent upon flows. Samples could be submitted as soon as early June 2011 or as late as October 2011. This requirement is for analytical services consisting of two (2) line items. The analytical method(s) and line items are as follows is: 1. For Fathead Minnow, test method 1000.0. Turnaround Time: 42 days Quantity 16 each 2. For Ceriodaphnia dubia test method 1002.0 will be used to perform the analysis, Turnaround Time: 42 days Quantity 16 each Results may be delivered electronically to: Voigt.Gregory@epa.gov Or Deliver to: Mr. Gregory Voigt (3WP30) US Environmental Protection Agency, Region III 1650 Arch Street Philadelphia, PA 19103-2029 Period of Performance: Date of Award thru November 15, 2011. All contractors must be registered in the Central Contractor Registration (CCR), (http://www.ccr.gov). Further, quoters are requested to go online to the Business Partner Network (http://orca.bpn.gov) to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-50. The following provisions and clauses are hereby incorporated by reference and shall apply to this solicitation and shall apply accordingly to the subsequent award. Only written responses will be accepted. Quoting via E-mail - due to firewalls and security protocols it is recommended that quotes be emailed at least 30 minutes prior to closing. NOTE: Firms are instructed to contact Alexandra Rajkowski-Reyes via email within one business day of submitting a quote to confirm Government receipt of a quote package if they do not receive a previous confirmation of receipt. Due to email and server limitations, please limit the size of each email to no more than 10 MB. If the files' size is larger please send files in separate emails. All emails must be received before the closing date and time for the quote to be timely Central Contractor Registration. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
