Description

This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center Crane Division (NSWCCD) has a requirement for the development and manufacturing of a Pretrigger Converter and Blanker unit and Specific Emitter Identification and High Gain /High Sensitivity subsystems in accordance with Performance Specification “ NSC-Q32-WXM-2011-002 and a Statement of Work (SOW); the SOW will be incorporated in the solicitation. The Performance Specification contains information that is export controlled. Only those US owned and controlled companies that have completed DD Form 2345, and are certified under the Joint Certification Program in an active status, will be authorized to receive the package. Additional information is available at http://www.dlis.dla.mil/jcp/. Contractors must be properly registered in the Government ™s Central Contractor Registration (CCR) in order to receive the solicitation attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at www.ccr.gov. The Government intends to award a firm fixed price, indefinite delivery indefinite quantity (IDIQ) contract with a five year ordering period. Anticipated IDIQ quantities are: Engineering Development Model (EDM) Min “ one unit, Max “ 3 units, Low Rate Initial Production (LRIP) Min “ 0 units, Max 12 units. The Government intends to award to the responsible contract whose offer represents the best value to the Government considering technical, past performance and price related factors. It is anticipated that Inspection and acceptance of the EDMs will be at source by a representative of DCMA. For the LRIP units, it anticipated that initial inspection will be at source by a representative of DCMA and acceptance will be at destination (Crane IN, 47522) by a NSWCCD Government representative. This is a 100% Small Business Set-aside. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on -Submit Bid- does not guarantee offers will be received by the proper person, in the correct format.
