Description
Exhibits and Annex Attachments 4, 8, 9, 10, 11, 12, 13, 15, 17, 18, and 19. Solicitation The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, has a requirement to upgrade the E2-C Legacy Training System to include modification, delivery, installation, and support of training devices and associated training products. This will be the last modification contract for the E2-C Legacy Training System before the start of the Weapon System sunset period. The affected training devices consist of two E-2C Weapons System Trainers (WST) Devices 15F8H-4 & 15F8H-5, located at Naval Base Norfolk, VA, and Naval Base Ventura County (NBVC) Pt Mugu, CA, respectively, and one E-2C Simulated Maintenance Trainer (SMT) Device 11H177 located in Norfolk, VA. All of these devices are classified SECRET NO FOREIGN during operation. The overall objective of this procurement is to provide Naval Air Systems Command (NAVAIRSYSCOM) PMA 205 / PMA 231 and training system customers Commander, Airborne Command Control and Logistics Wing (COMACCLOGWING) and the Center for Naval Aviation Technical Training (CNATT) with modifications to these training products to include: Weapons System Trainer • E-2C Aircraft Modifications/Operational Flight Program (OFP) Concurrency • Trainer Technical Enhancements o Computational Systems Technical Refresh o Radar/IFF Functionality o CEC Functionality o IOS Capability Upgrade  Target Dynamics and Simulation Upgrades  Scenario Generation  Brief/Debrief • Simulation Block Update/Trainer Deficiency Corrections Simulated Maintenance Trainer: • E-2C Aircraft Modifications/ OFP Concurrency o Test Equipment • Communications, Navigation, Surveillance/Airborne Traffic Management (CNS/ATM) Concurrency • Trainer Technical Enhancements o Computational Systems Technical Refresh o CEC USG 3A Functionality • Simulation Block Update/Trainer Equipment Change Request (TECR) • Maintenance Computer Based Training (CBT) A further breakout of the program requirements is provided within the solicitation engineering documents. This effort will require maintaining concurrency with E-2C Weapon System upgrades and modifications in development. An initial set of system data will be provided as Government Furnished Information. Then the contractor will be required to interface with weapon system vendors to obtain the necessary system data to develop these modifications. Also in order to minimize impact to training schedules, the contractor will be required to set up a System Integration Laboratory (SIL) for modification kit development and in-plant testing. The modification kit will then be delivered, integrated and tested on-site. The FINAL Solicitation, sections B through M, is provided within this posting along with Attachments 4, 8, 9, 10, 11, 12, 13, 15, 17, 18, and 19 the Contract Data Requirements Lists (CDRLs) (Exhibits A-F and Annex to Exhibits). The engineering documents (Attachments 1-3 and 5-6) and other applicable files (Attachment 20) are available through request via CD-ROM due to the distribution statement and file size. The applicable North American Industry Classification Systems (NAICS) Code is 333319. The original sources sought/pre-solicitation notice for this procurement was issued under the old Solicitation number N61339-09-R-0050. The new Solicitation number is N61340-11-R-0013.
