- Solicitation GS-03P-11-AZ-C-0026 William S. Moorhead Federal Building Veteran's Administration 1000 Liberty Avenue Pittsburgh, PA 15222 THIS PROCUREMENT IS SUBJECT TO THE AVAILABILITY OF FUNDING The Veteran's Administration office located in the William S. Moorhead Federal Building, 1000 Liberty Avenue, Pittsburgh, Pennsylvania has a need for a complete fit out of 5,000 square feet of expansion space primarily for high density file storage, with some general office space within the Moorhead Federal Building. There is no available space contiguous to VA's current office; however there is a vacant space available on the 15 th floor of the Moorhead Federal Building that will be able to house VA's additional space needed for expansion. The fit out will consist of the following; selective demolition, equipment and furnishings, mechanical services, and electrical services. The NAICS code for this procurement is 236220. It was determined that procuring this project through a Service Disabled Veteran Owned Business would be beneficial to assisting GSA with its procurement goals. The contractor selected for this project must have the capability to provide construction services to meet the requirements outlined in the scope of work. The Government has elected to set this aside for a Service Disabled Veteran-Owned Small Business (SDVOB). This procurement will be set aside for Service Disabled Veteran Owned Small Business firms. FAR 19.1401 (b) states: The purpose of the Service-Disabled Veteran-Owned Small Business Program is to provide Federal contracting assistance to service-disabled veteran-owned small business concerns". It is the intent of the Government, in accordance with FAR Part 15.3, to make an award to the responsible contractor whose offer conforms to the solicitation and is most advantageous to the Government cost or price and technical factors listed in the solicitation considered. For this solicitation, the combined weight of the technical evaluation factors is of slightly more importance to price. The award may be made without negotiation of proposals; therefore, offerors will be requested to submit initial proposals to the Government on the most favorable terms from a technical and price standpoint. The factors to be utilized are: 1. Past Performance 2. Relevant Corporate Experience The contractor will be required to provide all work to complete the work specified in the specification (to be provided when full solicitation is posted) for fit out of the VA facility located within the William S. Moorhead Federal Building, 15 th floor. The project includes but is not limited to: selective demolition, equipment and furnishings, mechanical services, and electrical services. The solicitation package (including specifications, offer forms, clauses and provisions) will only be available electronically on FedBizOpps. It will be available on or after June 10, 2011. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. Offerors MUST be registered in the Central Contractor's Registration database (CCR) in order to participate in this procurement. The website for CCR is http://www.ccr.gov. Any offeror submitting a proposal is required by the Federal Acquisition Regulations to use the Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations. With ORCA you now have the ability to enter and maintain your representation and certification information at your convenience, via the internet at http://orca.bpn.gov. To register in ORCA you will not two items: and active CCR record and a Marketing Partner Identification Number (MPIN) identified in that CCR record. Your DUNS number and MPIN act as your company's ID and password into ORCA. The basic information provided in your CCR record is used to pre-populate a number of fields in ORCA. Once in ORCA you will be asked to review pertinent information from CCR, provide a point of contact, and answer a questionnaire that contains up to 26 questions. Be sure to read the provisions carefully, the answers provided are then automatically entered into the actual FAR provisions. You are required to follow all prompts.
