- Attachment No. 3 Wage Determination Attachment No. 2 Past Performance Evaluation Questionnaire Attachment No. 1 Past Performance Reference Form Request for Proposal SF-1449 This is a combined synopsis/solicitation for commercial items, specifically, 391 parking spaces in the New York, New York Area, prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation of Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document will not be issued. This solicitation is an open market request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-50. The FBI intends to award one or more firm-fixed price contracts for parking spaces in New York, New York and associated parking services, for a base and four one-year option periods. All proposed parking spaces shall be available starting July 1, 2011. The associated North American Industrial Classification System (NAICS) code for this procurement is 812930, with a small business size standard of $35.5 million. Small businesses are encouraged to respond to this solicitation. All interested companies shall provide proposals for the following: The Federal Bureau of Investigation is seeking to acquire reserved parking spaces in accordance with the attached Request for Proposal. The total requirement is for 391 parking spaces. The FBI intends to divide this requirement between multiple contracts. The period of performance, including base and all option periods, is July 1, 2011 - June 30, 2016. Place of Performance City: New York, NY Country: USA See Section C of the attached Request for Proposal for delineated area information. Award of this task order will be made on a competitive best value basis, using "tradeoff" among cost/price and non-cost/price factors. The Government may elect to award to other than the lowest priced offeror, or other than the offeror with the highest rated non-cost/price proposal. In either case, a tradeoff will be conducted. The government reserves such right of flexibility in conducting the evaluation as necessary to assure an award with the contractor providing the best value to the government. Price Technical and past performance, when combined, are significantly more important than cost or price. Complete SF-1449 "Solicitation/Contract/Order for Commercial Items" 2. Completed Section B (Schedule of Supplies/Service) of the RFP #FCU2103114205 and indicate any discount terms 3. Technical description of the items being offered in sufficient detail for the Government to evaluate compliance with the requirements described in Section C of RFP # FCU2103114205 in the solicitation 4. Terms of any express warranty 5. Completed copy of the representations and certifications of FAR 52.212-3 (Pages 31-45 of the attached Request for Proposal) 6. Completed copy of the Past Performance Reference Form (Attachment No. 1) with three recent customer references Offers must be received at the Federal Bureau of Investigation, via email at: christine.dwulet@ic.fbi.gov by noon EST on Thursday, June 9, 2011. To confirm receipt of emailed proposals, please call 202-324-5450. The FBI does not intend to reimburse recipients of this solicitation for any costs incurred in preparing a proposal. Prior to the preparation of your proposal, please read all instructions contained herein and in the attached request for proposal. This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award one or more contracts as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, ALL proposals shall include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Offeror shall list exception(s) and rational for the exception(s).
