Description
Synopsis for Request for Proposals Number SOL-OAA-11-000037: Elections and Political Processes Technical Assistance Services The U.S. Agency for International Development (USAID) anticipates award of up to six (6) Indefinite Quantity Contracts (IQCs) to provide Elections and Political Processes Technical Assistance Services for the Office of Democracy and Governance in the Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA). The Elections and Political Processes technical area supports USAID's objective to encourage genuine and competitive political processes, under the U.S. Foreign Assistance Framework's Governing Justly and Democratically Program Objective and Political Competition and Consensus-Building Program Area. Electoral and political process development activities under these contracts are expected to fall within the following five functional areas: (a) effective election administration; (b) competitive multi-party systems and democratic political parties; (c) transparent, inclusive political and consensus-building processes (d) citizen participation in electoral and political processes; and (e) technical leadership in the field of electoral and political processes. A sixth area of work under the contract includes rapid response activities drawn from the five functional areas. Activities under these functional areas include, but are not limited to: pre-election assessments; electoral administration; post-election assessments; political party development; pre- and post-election institution building; consensus-building processes; voter and civic education; election monitoring and observation; political empowerment of marginalized groups; technical leadership support; technical assistance to USAID, host country, development partners, or USG interagency partners. Activities in the five functional areas may be requested as rapid response one-time only, or iterative technical assistance and training. The contractor shall also provide, as requested by field missions or bureaus, direct technical assistance and/or advisory and assistance services to host country institutions (both governmental and non-governmental). In addition, the Contractor may award and administer, upon task order request, a grants program to support institutional capacity building and/or civil society and other stakeholders' capacity to participate in electoral and political processes. USAID intends to award two sets of multiple-award IQC contracts from this solicitation and anticipates awarding up to six (6) contracts, two (2) for the Critical Priority Countries of Iraq, Afghanistan, Pakistan and Sudan, and four (4) for all other countries worldwide, including two (2) small business set-aside awards. Contractors may submit an offer for the award of an IQC basic contract in the Critical Priority Countries with an overall ceiling price of $225,000,000, as well as for the award of an IQC basic contract for all other countries worldwide, with an overall ceiling price of $70,000,000, over the five (5) year ordering period. Note that these ceilings apply across all contracts and cannot be exceeded in the aggregate; each successful contractor will be eligible to compete on all task orders until the shared ceiling for all contracts is reached. There is no guarantee on the number of contracts awarded, the number of task orders that any one firm will receive, or the amount of money each firm is entitled to beyond the minimum monetary amount stated in the RFP. The NAICS Code for this procurement is 541990. USAID anticipates posting the RFP in June 2011, on the FEDBIZOPPS web page (i.e., www.fedbizopps.gov) not less than fifteen (15) days after this notice is issued. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted, no solicitation will be available for pick-up, and no walk-ins will be allowed.
