- NASA Glenn Research Center (GRC) plans to issue an Invitation for Bid (IFB), forthe new central Shipping and Receiving Facility (SARF), building 152 at NASA GlennResearch Center (GRC), Brook Park, Ohio. THE BASE CONTRACT WORK CONSISTS OF THEFOLLOWING: The construction of approximately a 12,000 square foot SARF building whichconsists of a low bay space for office and support functions, a high bay shipping andreceiving space, and a two-story section supporting the mail inspection function. The lowbay space contains open office areas, private offices, conference and break rooms, restrooms, and mechanical, electrical, and data rooms. The high bay space contains work spaceand equipment for processing packages, shipping and dispatching work areas and storagespace. A standalone Mail Room is also contained within this space. The two-story sectioncontains the package/mail inspection room, a multi-stage decontamination unit, and asecond floor mechanical room containing HVAC and exhaust equipment. The building exteriorfeatures curved metal roofing on the low and high bay spaces, metal panel faade, andbrick veneer on the low bay office facing. SARF construction includes all structural,HVAC, plumbing, fire protection, power, lighting, life safety and security systems,telecommunication/data features. This project also includes construction of a newconcrete access roadway, parking areas, and a truck dock maneuvering area supporting theSARF building. The access roadway will be tied in to the GRC Truck Inspection Loop. Alsoincluded in the scope of work are furnishing and installing civil site development, sitefeatures, underground utilities tie-ins, security fencing and features, and finallandscaping supporting the SARF. Supporting utilities to the site include the following;the extension of domestic water, natural gas, sanitary and storm sewers, high voltageelectrical cable through new and existing underground duct banks, and new data andcommunications duct banks. This project, as designed, is required to be LEED SilverCertifiable under the USGBC LEED-NC Rating System. This includes enhanced commissioning.The estimated value of this work is between $1,000,000.00 and $5,000.000.00. Option 1:Landscaping; furnishing and installing all trees, shrubs, and perennial plantingsthroughout the site per the Statement of Work (SOW) and specifications. Option 2: Extended Canopy; The construction of a modified canopy to include the associatedlighting, ventilation, and special systems to serve the extended canopy per SOW andspecifications. Option 3: Bonded Storage Area Enclosure; the procurement and installationof a pre-fabricated wire mesh enclosure consisting of four walls and a ceiling per SOWand specifications. The award of a single FIRM FIXED PRICE (FFP) CONTRACT iscontemplated. The options will be priced separately. The North American IndustryClassification System (NAICS) Code is 236220 (Commercial and Institutional BuildingConstruction Contractors) with Small Business Size Standard of $33.5 million in athree-year average annual receipts for determining whether or not a business is small. An Ombudsman has been appointed SeeNASA Specific Note B. THE SOLICITATION SHALL BE POSTED AS SOON AS AN IFB OPENING DATEIS ESTABLISHED.
