Description
The Millennium Challenge Corporation (MCC) desires that the Honduran nongovernmental organization which the International Budget Partnership (IBP) has selected as its local partner to carry out the 2012 Open Budget Index (OBI), the Fundación Democracia Sin Fronteras (FDSF) in Honduras, produce an Update report by September 30, 2011 that tracks changes in fiscal transparency observed since September 15, 2009, the data collection cut-off date for the 2010 OBI. MCC intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1) to Fundación Democracia Sin Fronteras (FDSF) because they are authorized to collect the requisite data and carry out the analysis for the Open Budget Index using the IBP's proprietary instrument required to produce an Update report. FDSF can thus provide data collection, analytical and reporting services on the Honduras budget process more efficiently and quickly than any other source. IBP's US-based analytical team is already in place to analyze the survey data once the survey in Honduras is complete. Without hiring new staff or training existing staff, the IBP could quickly, efficiently, and at relatively low cost produce an update report based upon the findings from Honduras. Other interested firms having the ability to furnish these services shall submit a capabilities statement to the Contracting Officer demonstrating their capability to provide the required services no later than the the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This notice of intent is not a Request for Competitive Proposals and is for informational purposes only. A determination by the Government not to compete this acquisition based upon responses to this notice is soley within the discretion of the Government. This notice represents the Government's only written notice of this procurement. All questions and requests regarding this procurement shall be in writing and addressed to Lisa Smith Kulley at smith-kulleylm@mcc.gov no later than 6/3/2011. Telephone requests will not be honored.
