- Description
- For all NASA Centers, the Contractor shall provide independent assessments ofselected NASA programs and projects, including independent validation of program orproject technical risks, assessment of cost estimates and schedules as well as evaluationof safety and mission assurance risks. These assessments review all aspects of design anddiscipline engineering, engineering processes, system engineering, manufacturing,assembly, test and operational mission capabilities. Aerospace operates a Federally Funded Research and Development Center (FFRDC) for theDepartment of Defense (DOD), serving as the architecture and engineering arm for nationalsecurity and space programs. In the role of a FFRDC for DOD, Aerospace possessesnumerous qualifications that make it solely qualified to provide the required support forNASA. Aerospace shall also be required to conduct management, scientific, and technicalstudies. These studies may include: gathering information and analyzing options forpossible management systems in the Science Mission Directorate programs; gatheringinformation and analyzing the structure and performance of actual management systems inNASA programs and in similar endeavors, and assembling and maintaining an inventory ofthe content and status of NASA programs; gathering information and analyzing systems forhandling and analyzing samples of extraterrestrial materials; defining payloads to meetscientific goals; investigating potential science objectives for small, low-costmissions; and investigating the applicability of science concepts to particular missions;analyzing the feasibility of instrument, spacecraft and mission design; investigatingmission options and associated performance expectations; analyzing system designs;analyzing technologies needed to accomplish specific goals; analyzing propulsion andmission operations capabilities; and analyzing data handling and analysis systems.
