Description
Notice of Sole Source Intent This notice is not a request for competitive quotes. The Bureau of Reclamation, Great Plains Regional Office intends to award an invasive species management contract to the South Dakota Department of Game, Fish and Parks for the Angostura Reservoir in Fall River County, Belle Fourche Reservoir in Butte County, Shadehill Reservoir in Perkins County and James Diversion Dam lands in Spink and Beadle Counties. While Reclamation maintains the responsibility for the operation and maintenance of the above mentioned areas, the administration of the reservoir lands and recreation management programs has been delegated to the South Dakota Department of Game, Fish and Park through a Memorandum of Understanding. Therefore, Reclamation has found the South Dakota Department of Game, Fish and Parks to be the only source with local knowledge and experience with the existing and potential invasive species on the approximately 8,763 acres of Reclamation lands. This procurement is being conducted pursuant to Part 12 and Subpart 13.5 of the Federal Acquisition Regulations. Since Reclamation believes that only one responsible source can fully provide the services that will satisfy the agency's requirements, a Justification for Other Than Full and Open Competition has been prepared and approved by the Great Plains Regional Office Chief of Contracting. The Government intends to award this requirement on or around June 24, 2011. Vendors that recognize they can fully provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer. In order to allow for sufficient Government consideration and potential quote evaluation, vendors shall submit their written Letter of Interest no later than June 14, 2011. Responses received after June 14, 2011 may not be considered by the Government. Responses to this notice should be mailed to the Bureau of Reclamation - GP-5000; 316 North 26th Street; Billings, Montana 59101, or faxed to 406-247-7798, Attn: Christine Mundt, or e-mailed to cmundt@usbr.gov. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a "small business" or an "other than small business" under North American Industry Classification System (NAICS) Code 561730. The applicable Small Business Size Standard is $7.0 million. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Should the Government decide to conduct a competitive procurement, then quotes will be due on or around June 17, 2011. Note 1: Effective October 1, 2003, any contractor interested in doing business with the federal government must be actively registered in the Central Contractor Registration (CCR). Contractors may register at http://www.ccr.gov. Note 2: Effective January 1, 2005, any contractor submitting a quotation, offer or proposal to the government must complete their representations and certifications online. All representations and certifications which use to appear in Section K are now located online. To complete the online representations and certification, contractors shall register in the Online Representations and Certification Application (ORCA) at http://orca.bpn.gov.
