Description
Under the authority of FAR 6.302-1, The Federal Highway Administration (FHWA), Central Federal Lands Highway Division (CFLHD), Lakewood, CO, intends to negotiate a sole source contract with Capstone Planning and Control, Inc., 11001 West 120th Avenue, Broomfield, CO 80020, for the acquisition of an Application Architect. Background Information Central Federal Lands Highway Division (CFLHD) is currently using a combination of Primavera Enterprise System (P6) data for resource hours/dollars and a PE/CE spreadsheet-based budgeting and financial management system to report project financial data. The primary purpose of this SOW is to improve the financial management of program and project budgeting by designing an improved and automated system using CFL database to receive all key financial information directly from Delphi (Data warehouse Materialized Views) and P6 data using Business Objects (BO) server for user queries and reporting. This will be an Oracle-based system, compatible with other FLH database systems and applications. Close coordination with a process improvement team consisting of representatives from affected functional groups is necessary. This Statement of Work (SOW) is to application architect services for the design, development, and administration of the FUNDSMAP and the continued administration and decommissioning of the Project Analysis and Reporting System (PARS). This is a very schedule driven project; the goal is to have application development completed by March 2012 so a sampling of projects from a parallel operation can be evaluated during the 4th quarter budget call in July 2012, with final implementation starting in October 2012. Skills Required •● Knowledge of FLH Business rules •● Knowledge of Silverlight, Lightswitch, HTML,.net, and SQL •● Knowledge of FHWA's accounting systems, such as: DELPHI, DISCOVERER, & Business Intelligence •● Knowledge of project scheduling systems, i.e., Primavera P6 •● Knowledge of the Federal Lands Highway Data Warehouse •● Knowledge of CFLHD's business processes, existing hardware and software parameters, and technical environments. •● Knowledge of data management principles and data modeling concepts. •● Ability to design data structures to maximize efficiency and flexibility. •● Must demonstrate a clear understanding of the logical and physical database design (for both transactional and data warehouse) and the data normalization concepts •● Ability to identify and resolve software/hardware interface problems, data requirements, and access methods. •● General knowledge of network configuration, programming, and protocols •● Ability to identify and troubleshoot data related issues. •● Experience in defining, developing, and completing projects independently with strict attention to detail. •● Must have a teamwork-focused attitude and be skilled at building relationships •● Assess system operation and development recommendations for improvement •● Continuous database analysis during development •● Experience gathering and analyzing user requirements. •● Strong verbal communication skills and proactive attitude toward research and troubleshooting •● Strong time management and timely follow-up Summary Description of Work The contractor shall use a structured approach in the implementation process, and will consider CFLHD's needs in designing a practical strategy for use of the software to enhance the agency's mission and resources while keeping in mind the need to keep this project moving to meet the schedule. Create data input screens for Planning and Programs, Project Management, Construction, Acquisitions, etc. to eliminate individual spreadsheets; data will be input directory from the source into one CFL Database. This will require programming efforts in order to prepare Business Objects system for data input, as well as create upload and download routines from P6, PARS, and other standardized input and output screens. Tasks identified below are not placed in any priority and will be accomplished in a reasonable order that expedites the improvement of the Funds Management Application system. The following task descriptions generally describe the work to be accomplished: •1. System Configuration and Operating Document •2. CFLHD Mission and Business Processes •3. Develop and Administer Data Management Solutions •4. Database Mining and Universe Environment for Reporting •5. Acceptance Testing and Parallel Operation •6. Software Rollout •7. Assessment and Operating Recommendations •8. Continued Administration of the PARS Application until it is ed Tasks and Sub Tasks Task 1 - System Configuration and Operating Document •A. The responsibilities are to design, develop, and administer data management solutions using database management software. The contractor will also assist the FUNDSMAP team to understand functionality, performance, and integration requirements from the database perspective, and translate these requirements into a functional and reliable reporting solution. •B. The contractor shall create an operating document that details the Funds Management system. This includes project portfolio configuration, user interface, user authentication, security profiles, and universe environment for BI reporting and the procedures that need to exist to support and operate the Funds Management system. The document will outline how CFLHD intends to use the software and will enable the contractor to optimize the system to support CFLHD needs. The document will identify the reporting requirements, database structures, and operational procedures. The contractor and the CO will agree on all processes and documents created during this activity. Task 2 - CFLHD Mission and Business Processes •A. As a part of this task contractor shall form an understanding of CFLHD's mission, business processes and translate those requirements into a functional and reliable Funds Management Application. The contractor shall meet with CFLHD key personnel on one or more occasions to obtain input and feedback on: •· Management objectives for use of the software •· Organizational and cultural factors influencing use of the software •· Operational and performance objectives for the system •· Existing hardware and software parameters and technical environment •· Scope, schedule, deliverables and implementation approach (plan) Task 3 - Develop and Administer Data Management Solutions •A. The responsibilities require the collection of user stories to develop a module for each user story and also include the development of a Master Project List that includes both Primavera and non-Primavera projects (anything with a Delphi account). Develop strategies for application development, data collection, data mining, monitoring, optimization, and advanced development of the FUNDSMAP system. •B. Functionality should be considered for each screen, including logical data entry, results presentation, and the means for moving through the program. Required "Help" screens should be located as needed with content generally described. The end product should be of sufficient detail to allow interim comprehensive review and comment by CFLHD reviewers. •C. CFL Database will replace PE/CE Budget Spreadsheet, Purchase Request (PR) Log, Advertise/Award spreadsheet. •D. The contractor will also assist the FUNDSMAP team to understand functionality, performance, and integration requirements from the database perspective, and translate these requirements into a functional and reliable application and reporting solution. Work with users to understand data access and budget and cost integration needs. Task 4 - Database mining and universe environment for reporting •A. The FUNDSMAP system will allow for manual entry as well as capability to seamlessly retrieve data from other databases such as the Primavera (P6), Delphi, EEBACS, and Construction Database. Also, automate the exporting of budget data from the CFLHD database into Delphi budget fields using Budget Wizard. •B. Responsible to oversee the design to advance the development of custom project specific budget and financial related reports to ensure integrity. The FUNDSMAP system shall have querying capabilities which will be intuitive and allow for an unlimited amount of queried data combinations. Task 5 - Acceptance Testing and Parallel Operation •A. In the test environment, the contractor will create a sampling of existing project data which will be loaded into the test system and verified by the lead team member. Assist team members in one-to-one operation of the system during application testing to ensure staff understanding of functionality, performance, and integration requirements. The lead team member will test data entry screens and reports for usability and the functionality to ensure it is operating as intended. Any recommended changes in the operating system or data formatting shall be incorporated during this phase. •A. After the contractor and lead team member accept the user story and new business process, the developer will implement that module into production environment for parallel operation. During Parallel Operation with contractor support each team member will provide process documentation necessary and provide training and coaching to all users to facilitate the parallel operation. Users will work a parallel operation using new application and the proposed business process environment. There should only be minimal required changes to the new process, screen design format, or report data/format, which will be incorporated during this phase. Task 6 - Software Rollout •A. After the team agrees the new FUNDSMAP systems including the new business processes are working as intended during parallel operation. The contractor shall identify the recommended series of steps needed to fully implement the system for all users. Contractor to provide support while the team produces Funds Management Procedures manual, training users, and implementing new business processes while phasing out old processes. Task 7 - Assessment and Operating Recommendations •A. Continuously during system development, the contractor and CFLHD shall assess the overall FUNDSMAP system operation and identify, troubleshoot, resolve data or business process problems. After implementation, make adjustments and application improvements. Task 8 - Continued Administration of the PARS Application until it is Decommissioned •A. This includes continuing to maintain the Project Analysis and Reporting System (PARS) by modifying existing access to data/reports to meet user requirements, maintenance/advancement of the application, and continuing monthly updates of cost actuals from Delphi using Discoverer. Deliverables The Contractor shall deliver the CFL Database program in a server based format with the capabilities for web based read only, desktop data entry, and data analysis. It is envisioned that the software will be available through the CFLHD website. It is envisioned that the CFLHD IT will be primarily responsible for maintaining version updates and upgrades, and will be the primary contact for technical support pertaining to the database software and its use. Documentation supporting the program - system documentation - shall be provided in PDF format ready for external release. Written documents shall conform to FHWA standards. • Work plan • Production software modules with budget data and reports • Cross check FUNDSMAP data with existing financial data to ensure data integrity • Successful Parallel Operations • New Funds Management Procedures Documentation • User training • Implementation of new business process (phasing out old process) It is estimated that the work will require the full time assistance of one Application Architect at approximately 160 hours per month (excluding holidays, leave, training, etc.). FHWA Furnished Materials The products and services will be delivered to the Federal Highway Administration, Central Federal Lands Highway Division office located at 12300 West Dakota Avenue in Lakewood, Colorado. A workstation space for one person of approximately 50 square feet, networked computers, telephone, and related equipment and office supplies will be provided as necessary to fulfill the on-site work requirements. All on-site work will be performed between the hours of 6:00 AM and 6:00 PM. Core hours are between 8:30 AM and 3:00 PM. Except as noted above, CFLHD will only provide manpower for user stories Acceptance Testing, Parallel Operation, Implementation, and business process documentation. The Contractor will provide all required resources in support of the project and the FUNDSMAP system documentation. The contractor shall utilize their own offsite equipment to support any task not performed at the CFLHD location. All off-site duties, hours, and equipment must be pre-approved by the Contracting Officer's Technical Representative prior to commencement of work. Coordinate closely with the CFLHD Information Technology (IT) Team to operate software using CFLHD equipment. This is not a formal solicitation. This notice is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. All responsible sources may submit a capability statement proposal, or quotation, which shall be considered by the agency. If no challenges to acquire these items are received by 2 p.m. MDT, June 14, 2011, the Government reserves the right to execute an award without publishing a solicitation. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. Detailed capabilities must be submitted to cflcontracts@dot.gov no later than the time and date noted above.
