Description
The Forest Service, Washington Office, in support of the Office of International Programs intends to award on a sole source basis under the authority of 41 USC 254(c)(1), a contract totalling approximately $1.2 million to Solimar International, Inc. out of Washington, DC for Sustainable Tourism in the Albertine Rift (STAR) II. This contract will complement a range of USFS capacity building activities in Uganda that are utilizing eco-tourism as a tool to reduce threats to biodiversity and as a tool to conserve critical ecosystems across Uganda's diverse landscapes to ensure sustained economic growth. The contractor will work with the USFS to improve the interrelation of nature conservation, natural landscapes and tourism across protected areas in southwestern and western Uganda. The importance of this interrelation shall be promoted among stakeholders from the tourism sector, environmental nongovernmental organizations, national, regional, and local government, and community-based associations. The program will support sustainable tourism development through a range of approaches such as facilitation of communications and exchange, workshops, establishment of new collaborations and networks, support to conservation agencies for capacity building, and the implementation of model projects. Model projects will be fall under the domain of Ugandan protected areas and will be developed within the framework of existing protected area management plans. Successful model projects will then be scaled up through national eco-tourism program. Academy for Educational Development (AED) works in partnership with the for profit small business Solimar International as a sub contractor to implement STAR. Solimar International is a small business based out of Washington DC that is currently the primary implementer of the STAR program at the field level. Solimar International works in numerous international settings on sustainable tourism development. In Uganda Solimar has established an office for STAR in Kampala, Uganda; procured equipment and supplies; hired an expatriate and Ugandan staff to implement STAR; developed a small grants program; and established numerous partnerships with the Ugandan government, nongovernmental, and private sector. Award is anticipated by July 29, 2011. As required by FAR 5.207(c)(15)(ii), all responsible sources may submit a a capability statement, proposal, or quotation, which shall be considered by the agency.
