- This requirement will be processed under FAR Part 12 procedures, Commercial Items. The Government intends to award an 8(a) competitive requirement for the Navy ™s Civilian Human Resources Benefits Contact Center (HRBCC). The resulting contract will have one base year and four option periods under the NAICS code of 561422. This requirement requires all personnel, management, and services necessary for the operation of the Department of the Navy Civilian Human Resources Benefits Contact Center (HRBCC). HRBCC is a dedicated single service contract center in which contractor personnel provides a full range of benefit services and support to current and separated Navy civilian employees and from prospective employees who have accepted a position with the Department of the Navy (DON). Prospective employees are defined as employees who have accepted a position with the DON, but are not processed in the personnel system. Employees are located world-wide, seeking advice, guidance, and information about the FEHB, the FEGLI, and the TSP. Limited information is provided on Federal retirement programs. The contractor shall guide employees to retirement information on the Civilian Benefits Information Center (CBIC) or other approved web sites or refer employees to a Civilian Benefits Center (CBC) Specialist. Also, the contractor provides assistant to former spouses and children of employees regarding information on temporary continuation of coverage (TCC), and the contractor provides TCC packages upon request. Additionally, it is also recognized that the contractor receives contact on non-benefit related matters. In such cases, the contractor responds by providing limited information furnished by the government. The contractor also receives calls from hearing impaired employees by using TTY/TDD telephone for the hearing impaired. For the purpose of this contract, ścontact ť is defined, but not limited to the following means of communication received: telephone calls, emails, facsimiles or emails. As part of this assistance, the contractor l adheres to all requirement of the Privacy Act. This office will no longer issue a hard copy of the Request For Proposals (RFP); therefore, a copy can be obtained from website http://www.neco.navy.mil. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this RFP, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at https://www.bpn.gov. The RFP should be posted on or before 9 June 2011.
