Description
Sole Source Intent. The United States Army Mission and Installation Contracting Command (MICC) Center - Yuma, U.S. Army Yuma Proving Ground (USAYPG), Arizona, intends to modify the contract ceiling for a Firm-Fixed Price (FFP) with Economic Price Adjustment (EPA) for fuel, on a sole source basis with International Air Response, Inc. 3644 Hangar Drive, Coolidge, Arizona 85128-0067. International Air Response, Inc. currently provides on-going support for Airlift Services for USAYPG. Operations include personnel and cargo parachute systems, aerial delivery platforms and associated hardware, delivery techniques, and certification of equipment for airdrop testing. This modification to the contract will increase the ceiling limitation in the amount of $645,000.00 from $3,000,000.00 to $3,645,000.00. The ceiling limitation must be increased to ensure the continuance of services while allowing adequate time to competitively award a follow-on contract. International Air Response, Inc. is the only source that has the necessary equipment and labor structure in place that will ensure continuity of services through the period required under the contract through 09 September 2011. Pursuant to the provisions of FAR 6.302-1(a)(2), International Air Response Inc., the incumbent, is the only logical source that can immediately perform the highly technical and critical airlift requirements in support of ongoing Army and Air Force Operations. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICIATION WILL BE ISSUED. If you feel that your firm possesses the ability provide the required services, interested parties may submit a capability statement or white paper which may be used for market research purposes for the follow-on acquisition, firms must respond by 15 June 2011, 12:00 PM MST. All inquiries shall be clearly marked with #W9124R-11-T-1030 and emailed to the point of contact listed below or sent by facsimile to (928) 328-6849.
