- Description
- Construction Project 519-363, Expand Specialty Care Clinics and Laboratory, at West Texas VA Health Care System (WTXVAHCS). The Southern Arizona VA Health Care System (SAVAHCS), 3601 S. 6th Avenue, Tucson, Arizona, intends to issue a solicitation requesting proposals for: Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for construction of a two story, approximately 16,000 square foot addition to the Medical Center including all related sitework, exit ramps, areaways, and paving. The building will consist of a concrete columns and slab with exterior brick finishes to match existing building. Interior construction will consist of standard metal stud and gypsum board finish, unless otherwise noted on the plans. Contractor shall closely coordinate with the VA to ensure the casework and associated utilities are correctly located to accommodate any VA provided furniture or equipment. Contractor shall provide a complete watertight building addition consisting of single-ply roofing membrane, expansion joints, flashing, waterproof membranes and moisture barriers as necessary to guarantee a leak-free and positive drainage system throughout. Contractor shall provide a complete heating, air conditioning and ventilation system consisting of, but not limited to, new rooftop air handling units, supply, return and exhaust ductwork, air terminal units, exhaust fans, chiller, pumps, cooling tower, heat exchanger and similar equipment and work as required to provide a fully operational system. The Contractor is also required to test, balance and adjust the new and existing systems to achieve specified performance criteria. Contractor shall provide new plumbing systems throughout Addition. Contractor shall provide a complete electrical system including new switchboard and branch circuits to feed building addition including lighting, power and telecommunication systems. Contractor shall provide complete fire alarm and automatic sprinkler systems by expanding the existing systems in Building 1, on a Design/Build Basis. The above statements provide a general summary of the work required for this project but in no way intended to specify the complete requirements. The Contractor shall provide all work described on the drawings and in the specifications, including providing any incidental related work and/or devices whether or not expressly shown on the drawings or in the specifications, as necessary to provide complete and fully operational systems. Anticipated issue date of the solicitation is on/about July 6, 2011. Solicitation responses will be due in the Contracting Office on/about August 5, 2011, at 3:00pm local time. There will be no public proposal opening. Telegraphic, email, and facsimile proposals are prohibited. This project requires the offerors to secure bonding. All offerors shall be registered and verified in the www.ccr.gov, www.vetbiz.gov, and https://orca.bpn.gov/. This procurement is 100%set aside for Service-Disabled, Veteran-Owned, Small Business (SDVOSB). The NAICS code is 236220. The associated size standard for this procurement is $33.5 million dollars in average gross annual receipts for the preceding three years. Project Magnitude: Between $5,000,000 and $10,000,000. The proposals will be evaluated and award shall be made utilizing the Best Value method under FAR Part 15. Offerors are advised that award may be made without discussions or any contact concerning the proposal received. Interested parties are strongly encouraged to attend the Pre-Proposal Conference/Site Visit scheduled for on/about Wednesday, July 13, 2011, 9:00am local time, at WTVAHCS, 3601 S. 300 Veterans Blvd., Big Spring, Texas 79720. All interested parties are strongly urged to attend as there will only be ONE Pre-Proposal Conference/Site Visit for this project. The date and time will be confirmed when the solicitation is issued. This is subject to change at the discretion of SAVAHCS and any change will be posted on www.fbo.gov. Interested parties shall contact A.J. Davis, Contract Specialist, to indicate their interest in attending the Pre-Proposal Conference/Site Visit. Request in the form of an e-mail message to aaron.davis@va.gov must be received by the Contracting Specialist no later than Monday, July 10, 2011 and include the number of expected attendees.
