- NOTICE OF INTENT This is a Notice of Intent from the United States Department of Agriculture, Natural Resources Conservation Service (NRCS). NRCS intends to award a fixed price sole source order under Simplified Acquisition Procedures, with Elementar Americas Inc., located at 520 Fellowship Road, Suite D408, Mount Laurel, New Jersey, 08054-3409, in accordance with Federal Acquisition Regulation (FAR), Part 6.302-1(a) (2) (i) (A), Only One Responsible Source and no other Supplies will Satisfy Agency Requirements. The NRCS National Soil Survey has the responsibility of acquiring Consumable Items listed below from Elementar for the Combustion Analyzers, used for the determination of carbon, nitrogen, and sulfur in soil samples. NSSC is involved in conducting various laboratory and field analyses and studies associated with the soils disciplines. To this end, scientific and electronic equipment, parts and supplies are required to properly conduct these studies and experiments. Many of these studies are conducted with national initiatives involved for the agency and in conjunction with on-going agreements with universities and other federal agencies and cooperative studies and study sites. Elementar, the manufacturer, is most familiar with its product and offers to repair and maintain the units in a timely fashion. The determination not to compete this proposed order is at the sole discretion of the Government. Oral communications are not acceptable in response to this notice. This is a notice and a solicitation will not be issued. NRCS will not respond to requests for solicitation copies and will not pay for information received in response to this announcement. This notice is not a request for proposals. No solicitation document is available.
