Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The U.S. Army Corps of Engineers, Engineering Research and Development Center (ERDC), intends to award a contract on a noncompetitive basis to Burns, Cooley, Dennis, Inc-551 Sunnybrook Rd, Ridgeland, MS 39157-1811. This action shall be undertaken in accordance/FAR 13.106-1(b) / Soliciting from a single source. The scope of work will include the evaluation of infrared heaters and rejuvenator technologies through laboratories and field tests to augment the asphalt sustainment kit by adding the capacity for doing repairs using hot-in-place asphalt recycling. The repairs will be evaluated for rutting and binder PG grade improvement. The PG grade will give an idea of how the binder properties improve after reheating and rejuvenating it. Therefore, the original and final binder PG grades must be determined. For that, the binder needs to be tested to characterize the viscous and elastic behavior at medium to high temperatures through the Dynamic Shear Rheometer (DSR) test (AASHTO 315, ASTM D7175) to determine the high temperature of the PG grade. Then it is tested using a Bending Beam Rheometer (BBR) to determine its ability to resist low temperature cracking, which is used to determine the binder's low temperature PG grade (AASHTO T 313, ATSM D6648). The results of these two test will give the PG grade of the binder, and they will be conducted before and after the recycling process. Requirements for this procurement include: The laboratory must be certified by the US Army Corps of Engineers for standard asphalt tests through 2012. The test center must be within 150 miles of ERDC Vicksburg, MS location to enable personnel to complete round trip material delivery and inspection in a single day. At a minimum, the laboratory must be capable of conducting the following ASTM tests: Extraction of Asphalt Cement D2172, Recovery of Asphalt Cement D5404, Dynamic Shear Rheometer (DSR) D7175, and Bending Beam Rheometer (BBR) D6648. The small business size determination is 500 employees. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
