Description
The Naval Air Warfare Center, Weapons Division (NAWCWD) intends to solicit, on a full and open competition basis, a firm fixed price (FFP) contract for an atomic layer deposition (ALD) reaction chamber system that allows fluidized bed process ability in order to efficiently coat fine powders of varying material. This system shall be able to coat nano-thin films on small batches of fine powders entrained in the reactant gas zone by fluidization. The system shall provide breakthrough recipe profile development via mass spectrometry and residual gas analysis (RGA). This system shall be based upon a proven design with verifiable operational history. This requirement is for validation, delivery, and installation of the system. The scope of supply includes all production, factory acceptance testing (FAT), delivery, installation, customer acceptance testing (CAT) and commissioning, and training for the test system and ancillary components. These requirements shall be delivered in four phases: Phase 1 - contractor assessing the full design of the test system and submit their findings to the Government; Phase 2 - Factory Acceptance Testing (FAT); Phase 3 - Customer Acceptance Test (CAT); and Phase 4 - Training. Phase 4 is to be conducted concurrently during Phase 2 and Phase 3. A solicitation with the complete Statement of Work will be posted on the Federal Business Opportunities (FBO) website at https://www.fbo.gov on or about 21 June 2011. The solicitation will close on or about 21 July 2011. Award is anticipated on or about 7 September 2011. Responses must include all information requested in the solicitation. Delivery will be FOB destination, 5 months after award of contract. The Department of Defense requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is http://www.ccr.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) at: http://orca.bpn.gov in conjunction with required registration in the CCR database. All responsible sources may submit a proposal that will be considered by the agency. Responses must include all information requested in the written Request for Proposal (RFP).
