Feasibility And Design Work For An Impact Evaluation of Science Technology, Engineering and Math (STEM) instructions fro English Language Learners (ELLs) The U.S. Department of Education (ED) anticipates the award of a ten month contract for feasibility and design work for an impact evaluation in the area of science, technology, engineering and math (STEM) instruction for English language learners (ELLs). ED is conducting market research to identify small businesses that are interested in and capable of conducting this work. This notice is an invitation for potential offerors to express interest in being considered for this work and provide information regarding their relevant capabilities. ED seeks capability statements from small businesses only, although small businesses are permitted to team up with larger businesses in order to meet the requirements described in the attached draft performance work statement (PWS). ED intends to issue a Request for Proposals from those small businesses that submit a capability statement and that are evaluated by ED to be capable of performing the work described in the PWS. Thus, businesses that do not submit a capability statement in response to this notice will not be eligible to submit a proposal. I Capability Statement Instructions ED hereby solicits capability statements from eligible contractors. These statements shall be no longer than 3 pages, single-spaced. Contractors should include up to five resumes in the appendix. Each resume must be no more than 5 pages and should clearly demonstrate that individuals have the skills to perform the work described within the draft PWS. Only resumes for key personnel that would work on the contract should be included. The resumes will not be counted as part of the 3 pages of the capability statement. The capability statement should address the following collective expertise of key personnel: STEM instruction for English Language Learners (ELLs). Interested contractors should highlight experience that equips key personnel with knowledge of (a) issues relevant to instruction in the content areas for ELLs, particularly in STEM areas, (b) professional development for STEM teachers of ELLs, (c) classroom practices and curricular interventions for ELLs in the STEM areas. Random assignment evaluations in school settings. Interested contractors should highlight key personnel's successful experience with designing and conducting random assignment evaluations in school settings. Contractors should indicate the specific role that key personnel played on these evaluations. In addition, the capability statement should address the following qualifications and experience at the corporate level: •Projects similar in nature to that described in the performance work statement. Interested contractors should highlight successful corporate experiences with past projects that are similar to the current project in terms of the specific tasks to be performed and the level of effort required. ED intends to award a Firm Fixed Priced contract for this effort. II Instructions for Submission When submitting the capability statement, small businesses are asked to include the following information: 1) Company Name and Mailing Address and 2) Point of Contact (name, title, e-mail address, and telephone number). The deadline for submitting capability statements is June 15, 2011 by 4:00 p.m. EST. Submissions should be sent via e-mail to the following: Sylvia.Reid@ed.gov. Note that the Government will not pay for the provision of any information nor will it compensate any respondents for providing this information. This notice is NOT A REQUEST FOR PROPOSAL and in no way obligates the Government to award any contract. ED will not be responsible for any costs incurred in responding to this announcement.
