- The US Army Corps of Engineers, Rock Island District, intends to procure this requirement on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. The US Army Corps of Engineers, Rock Island District, Illinois Waterway, Lockport Lock, Lockport, Illinois intends to enter into a firm, fixed-price contract with Rockwell Automation, 1 Allen Bradley Drive, Mayfield Heights, OH 44124. The NAICS code for this procurement is 541511 Custom Computer Programming Services with a size standard not to exceed $25 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Reprogram the existing Rockwell Automation Allen-Bradley Control Logix Programmable Logic Controller (PLC), used as a lock navigation control system at Illinois Water Way Lockport Lock located in Lockport, Illinois, to allow both miter gate leaves of the existing lower miter gate to be controlled using two new resolvers and a new proximity switch. The new resolvers and proximity switch will replace the function of the two existing rotating cam limit switches for the position control and operation of the existing miter gates. PLC programming will also include changes to the existing ladder logic controlling the operation of the existing lower miter gates, and it will add graphical calibration screens to the existing desktop computer and laptop computer for the new resolvers to simplify the calibration process. Physical changes are required to replace the two existing miter gate leaf rotating cam limit switches with two new resolvers, installing new conduit and cables between the existing PLC input/output (I/O) rack and the new resolvers, the addition of two Rockwell Automation Allen-Bradley partner AMCI's AMCI 1762 Expansion Interface Cards to drive the new resolvers, the replacement of two existing Rockwell Automation Allen-Bradley 1771-ASB cards with Rockwell Automation Allen-Bradley1771-ASB series D firmware revision H cards to increase the speed of control communication between the Rockwell Automation Allen-Bradley PLC and the existing Rockwell Automation Allen-Bradley 1756 I/O racks, the installation of one new magnetic-activated proximity switch installed at the miter end of the lower miter gate leaves, and the installation of conduit and wiring between the new proximity switch and the existing I/O rack.
