Description
Responses are due no later than 3:00 p.m. eastern standard time 7 June 2011. This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. The U.S. Army Corps of Engineers, Baltimore District, requests letters of interest from POTENTIAL PRIME CONSTRUCTION CONTRACTORS ONLY concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Project Title: Security and Safety Improvements to North Campus of the Intelligence Community Campus in Bethesda, Maryland Project Description: The project requires the construction of the following: a six-level structured parking garage for 2,200 cars, a vehicle control and inspection area and a new vehicle control center (VCC) facility. The VCC shall achieve a LEED Gold rating. Additional work on this north campus includes, but is not limited to: new entry roads, new security features for vehicles and pedestrians (fencing, gates, anti-ram barriers, speed bumps), new walkways, paved surface parking areas and pavement markings, curb and gutters, low-impact development stormwater features, utility relocation, exterior lighting, seeding and tree removal/re-vegetation, security and communications infrastructure, and incidental related work. The project will require current sustainability practices and experience in achieving a Leadership in Energy and Environmental Design (LEED) certified rating. This notice is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. Responses are to be sent via email to ravene.diggs@usace.army.mil no later than 3:00 p.m. eastern standard time 7 June 2011. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in contracts of a similar nature as described above. Please include the following information in your response: Bonding capacity (single, aggregate and current availability) and details of similar projects/contracts. We also would like industry's thoughts on this project being a "net zero" project, i.e. designing and constructing a project that has no overall energy consumption. Please also indicate that if the Government were to make this an optional bid item, (1) would you bid on it? (2) should it be a mandatory optional item to bid on? (3) what kind of a multiplier to the basic construction project price would you think it would be to make this project "net zero"? Additionally, if you are a small business, please identity that and any federally designated small business categories that your company may utilize. Narratives shall be no longer than five pages. Email responses are required. Comments will be shared with the Government and the project delivery team, but otherwise will be held in strict confidence. Comments may be in any format, but must include submitter's name, phone number, and email address.
