Description
This is a combined synopsis/solicitation issued by the Bureau of Land Management (BLM), New Mexico State Office, for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Solicitation number L11PS00625 is issued as a request for quotation (RFQ) with an issue date of June 01, 2011 and close date of June 15, 2011. The solicitation document and incorporated provisions and clauses are those in effect through FAC 05-50. This is a total small business set-aside under NAICS 541360 with a size standard of $4.5M for a Close Interval Survey (CIS) of a 425 mile crude helium pipeline. Work is to be completed within 90 days from issuance of the Notice to Proceed. The DOI BLM Amarillo Field Office operates and maintains a 425 mile crude helium pipeline that runs from the Cliffside Plant Crude Helium Enrichment Unit (CHEU) northeast of Amarillo, TX to crude helium refiners in Oklahoma and Kansas. The pipeline was installed in the early 1960s and, due to age and increasing maintenance issues, a comprehensive survey of the pipelines impressed current cathodic protection (CP) system is needed. Close interval surveys provide a viable means of monitoring and assessing the effectiveness of CP systems along the length of a pipeline. They generate large volumes of data and can play an important role in the BLMs pipeline integrity management program. Offers will be accepted from all responsive and responsible small business concerns able to provide evidence of Operator Qualification as required by the DOT, Office of Pipeline Safety and shall have an on-site crew leader with a minimum of 2-3 years direct experience in conducting close interval surveys. The following documents are attached to this RFQ: SF-1449, Clauses and Provisions, Statement of Work, Service Wage Determinations, Quote Information, Schedule of Items, and Offeror Representations and Certifications (Reps and Certs). Prospective contractors are required to be registered in Central Contractor Registration (CCR) in order to qualify for award.
