- This is a sources sought notice. There is no solicitation available at this time. The 319th Contracting Flight is seeking information from any firms that have an interest in submitting an offer on project JFSD970133, Replace Generator/Chiller Command Post (607) (R/M) at Grand Forks AFB ND. The project includes, but is not limited to: construction of a CMU wall enclosure to enclose existing exterior ductwork, demolition of a mechanical yard hatch door which allows access to an existing generator, demolition of an existing generator in basement mechanical room, clean-up/landscaping mechanical yard, demolition and replacement of electrical distribution transformer with new location to be moved approximately 400 ft, removal and replacement of a CRAC unit in basement server room, removal of existing DX coil in basement AHU and replacement with new chilled water coil and associated piping, installation of new 40-ton air cooled chiller, new 20-ton dry cooler, and new diesel fuel tank to be located next to the new transformer, construction of a mechanical yard CMU wall and fenced roof, installation of a new generator under existing alcove; the alcove is to be walled off to create a conditioned generator room with appropriate heating, lighting, and fire protection. A winter exclusion/no-work period of 1 Nov - 15 Apr shall apply. Should a Request for Proposal be issued, the magnitude is estimated to be between $1,000,000 and $5,000,000. The resultant contract awarded from any contemplated solicitation will be a firm fixed price contract. This office is requesting that all interested and qualified concerns provide a brief capability statement. HUBZone, 8(a), or Service-Disabled Veteran-Owned Small Businesses must provide proof of status. Oral communications are not acceptable in response to this notice. The government will use the following information in determining acquisition strategy: (1) a summary of how your firm is uniquely capable and qualified to handle this type of construction, (2) a summary of projects completed similar to the project outlined above, and (3) a statement of your current business size status under the North American Industry Classification System (NAICS) Code 238220. The small business size standard is $14 million. The information capability statement and data noted above must be submitted in written format by fax to 701-747-4215 or by e-mail to wanda.fellers@us.af.mil or jeremiah.snedker@us.af.mil not later than 12:00 PM (CDT) on 10 June 2010. This sources sought is an advance notice for information and planning purposes only and IS NOT a solicitation. In order to receive an award from any resultant solicitation, should one be issued, the successful offeror must be registered in the Central Contractor Registration (CCR). The CCR website is http:www.ccr.gov/. Also, the successful offeror must have an active Online Representation and Certification (ORCA). The ORCA website is http://orca.bpn.gov/. This sources sought notice shall not be construed in any manner to be an obligation to issue a solicitation/contract, or result in any claim for reimbursement of costs for any effort you expend in responding to this request.
