Description
The Federal Bureau of Investigation (FBI) intends to negotiate a sole source award in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c)(1). A sole-source, fixed-price procurement with Rigaku Inc for the purchase of 1 (each) MiniFlex II X-Ray Diffraction System under RFQ LDQ004278. The FBI has previously made significant investment in purchasing and customizing deployment vehicles to specifically fit the MiniFlex II X-Ray Diffraction System If another Item is used other than the MiniFlex II X-Ray Diffraction System from Rigaku the capability and integrity of the forensic deployment vehicles will be jeopardized and all cost associated with customizing the vehicles will be duplicated. Procuring additional MiniFlex II X-Ray Diffraction System reduce the need to spend excessive cost in reconfiguring and customizing the entire forensic deployment vehicles. The MiniFlex II X-Ray Diffraction System is the only system that can meet the FBI need while taking advantage of previous investments and customization. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Based on market research conducted of only the Plate Loc Thermal Micro plate sealer this instrument is sold exclusively by Agilent Technologies Inc. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests in this requirement to this office by 9:00 AM (Eastern) June 6, 2011, via e-mail to the attention of: Montarious Usher, at Montarious.Usher@ic.fbi.gov. The North American Industrial Classification System Number (NAICS) is 333314 Optical Instrument and Lens Manufacturing. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
